First Colony Management District, created during the 78th State of Texas Legislative Session as a special district of this state, formed as a political subdivision in order to promote, develop, encourage, and maintain employment, commerce, transportation, housing, tourism, recreation, the arts, entertainment, economic development, safety, and the public welfare of the city of Sugar Land. Legislation regarding the District is codified in Texas Special District Local Laws Code, Chapter 3804.

Section 3804.052 (a) states, "The Mayor and members of the governing body of the City of Sugar Land shall appoint directors from person recommended by the Board." The Board recommends the appointment of Les Newton, Dutch Betke, Don Janssen, Karen Clark, Kolbe Curtice, Anas Maguz, and Chris Siebenaler for terms expiring June 1, 2025.
