The Facilities Management Division of the Environmental and Neighborhood Services Department conducts regular repairs and maintenance of the City's municipal buildings. Staff tracks and observes the conditions of all City facilities and has determined the following building is due for a roofing replacement, primarily due to outliving its useful life.
- Public Works Building 'C' - The roof is 36 years old and has experienced wear and tear over the years
The required roof replacement has been included in CIP CMU2001. The City contracted with Building Exterior Solutions, Inc. (BES), a Terracon Company, to provide a comprehensive roofing assembly assessment, whose background consists of architecture, engineering, and construction to protect buildings from air and moisture penetration damage. BES produced the assessment report of Public Works Building 'C' and proceeded with the bid documents. BES will also perform the construction administration, all inspections, and the final warranty walk-through. The scope of work for Public Works Building 'C' includes a mechanically fastened PVC recover system. This type of recover system is installed over the existing metal panel roof system and will include a 20-year watertight warranty. We will also be replacing all gutters and downspouts and include an alternative to replace the deteriorating walkway canopies on the south side of the building.
The City advertised the project on October 20 and October 27, 2021, and included an onsite review of the roof on Nov. 4, 2021. Bids were opened on Nov. 11, 2021. The City received five (5) bids with two (2) deemed Non-Responsive due to issues with incorrect numbers, bond concerns, and failure to respond to clarifications.
Strategic Roofing Solutions is the apparent qualified low bidder for the project. The anticipated construction schedule is approximately 45 days to achieve substantial completion. This project could face delays in getting started due to the current delivery times for receiving the roofing construction materials. Currently, the anticipated start date could be as late as April 1, 2022.
The available project budget is $430,273.22 in CMU2001. The contract amount, including the base bid and the alternate, is $78,595.00.
The Engineering Department and the Environmental and Neighborhood Services Department recommend the City Council authorize the execution of a construction contract with Strategic Roofing Solutions for the Public Works Building 'C' roofing replacement, CIP CMU2001, in the amount of $78,595.00.
