AGENDA CAPTION:
Consideration of and action on authorization of a Contract with Creacom, Inc., in the amount of $300,000.00, for continuous roadway lighting maintenance. This contract will automatically renew for four (4) additional one-year terms, for a total contract amount of $1,500,000.
RECOMMENDED ACTION:
The Public Works Department recommends the approval and execution of a contract for continuous roadway lighting maintenance with Creacom, Inc. for a not-to-exceed amount of $300,000.00. The first year of the contract will expire on September 30, 2022, and the contract shall have up to four auto-renewable years for a total contract amount of $1,500,000.
EXECUTIVE SUMMARY:

The City’s Continuous Roadway Lighting Maintenance Agreement was established with the Texas Department of Transportation (TxDOT) in October 2007. The City is responsible for the maintenance of all continuous roadway lighting systems along TxDOT roadways within the City limits. This responsibility is required of all municipalities with 50,000 or more in population. The City maintains the 150-foot tall high mast ring towers, 40 to 50-foot tall roadway lights, and underpass bridge lights along US 90A, US 59, and SH 6 specified by the TxDOT agreement. Some sections of SH 6 and FM 1876 (Eldridge Rd) have shorter ornamental light standards, which are maintained through the City’s agreement with Center Point Energy. In addition, this contract is utilized to address emergency repairs to the system, as needed throughout the year, as a result of accidents, third party contract damage, etc..

 

On December 29, 2021, the City published an invitation to bid (ITB) specifying the terms and work for the proposed Continuous Lighting Maintenance contract in the City of Sugar Land. The contract is structured as a unit price contract which enables Public Works to utilize as few or as many of the bid items as the allocated budget allows. The types of services included in the contract, but not limited to, are:

  • maintenance of high mast ring lighting fixtures (HPS/LED)
  • installation/repair of roadway light poles (HPS/LED)
  • installing lighting foundations
  • maintenance of aviation fixtures
  • installing new electrical cable
  • conduit repairs
  • troubleshooting electrical shorts
  • replacing service boxes

 

The contract terms specify a five-year renewable contract, including the original term and the option to automatically renew annually for four additional one-year terms.

 

On January 20, 2022, the City received and opened two (2) sealed proposals. Listed below are the two bid proposal totals based on the published bid estimated quantities. The unit bid prices from Creacom, Inc. proposal showed reasonable pricing for providing continuous lighting maintenance work.

 

  • Creacom, Inc Proposal = $320,847.57
  • Florida Traffic Control Devices, Inc. Proposal = $350,764.55

 

Funding for this contract is available through the Public Works Traffic Division’s Operations & Maintenance budget and other various sources for FY 2022.
