| | | | | | | | EXECUTIVE SUMMARY: | As part of the City's commitment to providing a high level of service and superior quality water, the City continues investment into drinking water infrastructure rehabilitation. The Sugar Creek Water Well No. 4, Greatwood West Water Well No. 4, and Homeward Way Water Well are due for rehabilitation and replacement of major components.
The design of the required rehabilitation was completed recently, and the project was packaged into a base bid and ten bid alternates to maximize the usage of the available fund. The base bid includes pulling the existing well motors and pumps; televising the casing and screens, wire brushing the screens, as needed; replacement of the pumps; rebuilding or replacing the electric well motors; replacement of well column components; chemical cleaning, if required; and performance testing of the completed wells. The ten bid alternates were listed below:
- Alternate #1 - replacement of the existing 350 HP motor at Sugar Creek Well No. 4.
- Alternate #2 - remove and replace ductile iron piping at Sugar Creek Well No. 4.
- Alternate #3 - replace existing 250 HP motor at Greatwood West Well No.4.
- Alternate #4 - remove and replace 12" double disk check valve with 12" globe check valve at Greatwood West Well No.4.
- Alternate #5 - repairs to the diesel fuel tank at Greatwood West Well No.4.
- Alternate #6 - install conduit from flowmeter to SCADA control panel at Greatwood West Water well No.4.
- Alternate #7 - replace two 12" butterfly valves at Greatwood West Water well No. 4.
- Alternate #8 - install 12" interior liner at Homeward Way Water Well.
- Alternate #9 - preform 18-hour step test at Homeward Way Water Well.
- Alternate #10 - install conduit from flowmeter to SCADA control panel at Homeward Way Water Well.
An Invitation to Bid (ITB) was advertised on December 29, 2021, and January 5, 2022. Bids were opened on January 13, 2022, and three (3) bids were received. The bid summary follows:

The responsible low bidder is C&C Water Services, LLC, with a total bid (base bid plus all ten alternates) of $1,027,285.00. The design engineer and staff reviewed the bid and recommended C&C Water Services, LLC for the project. There is currently $1,114,000.00 in CIP CWA2102 Well Rehabilitation Project.
The Notice to Proceed is planned to be issued in March 2022, and the contract time is 240 calendar days. The anticipated completion of the project is in October 2022.
In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project. However, there will be no service interruption (i.e. water service interruption, power outage, solid waste collection, mail and/or school transportation interruptions). The wells are located on City-owned properties and within fences.
The Engineering and Public Works Departments recommend the approval of a construction contract with C&C Water Services, LLC for the Sugar Creek Water Well No. 4, Greatwood West Water Well No. 4, and Homeward Way Water Well Rehabilitation Project CIP CWA2102 in the amount of $1,027,285.00. |
