AGENDA CAPTION:
Consideration of and action on authorization of a Contract with Prestige Building Group, LLC, in the amount of $77,045.00, for the cleaning and painting of twenty-two (22) pillar monuments. This contract will automatically renew for two (2) additional one-year terms, for a total contract amount of $315,000.00, for a total of 90 pillar monuments.
RECOMMENDED ACTION:
The Public Works Department recommends that City Council approve a contract with Prestige Building Group, LLC for Pillar Monument Cleaning and Painting. (FY 22 Funding $77,045. The contract will automatically renew for two (2) additional one-year terms based on available budget with a maximum allowable contract amount of $315,000.00).
EXECUTIVE SUMMARY:

The City of Sugar Land has 90 concrete monuments positioned along U.S. Highway 59, U.S. 90 Alternate, and Hwy 6. These concrete monuments are located in city limits along these routes at major intersections. They feature the Texas Star and are branded with the Imperial Crown inside the Texas Star, a distinct insignia of Sugar Land.  
 
The monuments are solid concrete and were painted for aesthetics and uniformity. Since their construction, they have served as a distinct landmark for the City of Sugar Land. The monument’s condition has begun to deteriorate, and they are in need of rehabilitation.
 
Over the years, the pillars have been pressured washed to remove the buildup of mold. To re-establish the aesthetics and uniformity of these monuments, they need to be cleaned and repainted.  
 
Staff advertised an invitation to bid on April 27, 2022. On May 12, 2022, two bids were received, opened, and evaluated. The qualified low bidder is Prestige Building Group, LLC. Staff has reviewed all references and received positive feedback. 
 
The contract is a unit price of $3,500.00 per pillar or a maximum of $315,000.00 for three years ($3,500.00/pillar x 90 pillars). The scope includes restoring the pillars to their original look based on the TXDoT specification used when they were originally constructed.
 
The second bidder submitted a unit price of $4,500.00 per pillar.
 
The FY 22 available funding is $77,045.00. Staff intends to complete 22 monuments in the first year of the contract. 
 
The contract includes the potential for up to two additional one-year terms. The two additional one-year renewable terms of the contract will be based on the available budget and future funding.
