Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 22-31:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, APPOINTING MEMBERS (Rocaille Roberts, Homeowner; Sheba Luke, Homeowner; Erin Cummings, Business; Karthi Patchamuthu, Business; Mal Lusky, Business; Robert White, Business; Sean Sevy, Business; Tariq Zafar, Business; Paula Noble, Boards & Commissions; Theodore Lieb, Boards & Commissions; Andrew Gratz, SL101 Graduate; Phyllis Murray, HOA; and Rajeswari Mahesh, Student) TO THE LEGISLATIVE CITIZEN’S TASK FORCE .
RECOMMENDED ACTION:
Approve Resolution No. 22-31 appointing members of the Legislative Citizens Task Force for the development of the 2023 State Legislative Agenda.
EXECUTIVE SUMMARY:

On April 5 2022, City Council approved a resolution to create a Legislative Citizen Task Force (LTF) as part of the community engagement component of the Legislative Agenda creation process. The Legislative Agenda is the backbone of all efforts contained within the City’s Legislative Program. The purpose of the Legislative Agenda is to provide state elected leaders with the City Council’s position on legislative topics that will be discussed during the legislative biennium.

 

Applications for the LTF were made available to the public from April 6, 2022 through May 15, 2022. The City received a total of 51 applications. The Citizen Task Force is comprised of members representing diverse perspectives and interests, including:

 

  • Homeowners (2 positions),
  • Local business owners (6 positions),
  • Members of boards and commissions (2 positions),
  • Citizens enrolled or who have graduated from Sugar Land 101 (1 position),
  • Homeowners association representative (1 position),
  • Student in either high school or enrolled in an institution of higher education (1 position).

 

The Citizen Task Force - which will be comprised of 13 members - will be responsible for the following:

  • Reviewing the City’s current legislative position statements and providing feedback on where changes may be needed to better reflect a community perspective;
  • Providing a unique citizen perspective through discussions with task force members, City Staff, and city partners on legislative issues that impact City services;
  • Making a recommendation on the State Legislative Agenda for the 88th Session of the Texas Legislature to City Council for consideration; and
  • Serving as advocates for the community during the legislative session.

 

During the June 21, 2022 IG Committee meeting, the committee recommended 13 people be appointed to the LTF. Staff recommends approval of Resolution No. 22-31 appointing Legislative Task Force members in accordance with the IG recommendation.
