AGENDA CAPTION:

Consideration of and action on authorization of a Contract with Harold Beck and Sons, Inc., in the amount of $145,856.00, for the purchase of granular activated carbon vessel actuators.

RECOMMENDED ACTION:

The Public Works Department recommends the authorization of a contract with Harold Beck and Sons, Inc. in the amount of $145,856.00 for the purchase of sixteen (16) motor actuated valves used to control flow to the Surface Water Treatment Plant’s Granular Activated Carbon treatment vessels.   

EXECUTIVE SUMMARY:

The City’s Surface Water Treatment Plant utilizes Granular Activated Carbon (GAC) for taste and odor control. The GAC is housed in three (3) large treatment vessels. Flow-through these vessels is controlled with sixteen (16) isolation valves that are operated by electric actuators. Our current actuators have reached the end of their service life. As part of the FY 22 Budget, funding was allocated for the replacement of the existing valves.
  
On April 27, 2022, an Invitation to Bid No. 2022-15 was issued by the City of Sugar Land. This bid was specifically for the purchase of the new valves. Staff is working to secure quotes from mechanical construction contractors for the labor to complete the replacement.   Bids were opened on May 12, 2022. Only one bid was received in response. The sole bidder was Harold Beck and Sons, Inc.

Beck and Sons actuators have an open/close design that utilizes maintenance parts that can be kept in stock. This will improve the staff’s ability to maintain the new valves. These actuators are manufactured in the U.S., leading to significantly lower lead times for securing replacement parts.

Funding for this purchase is available in the Surface Water Operations Account.
