AGENDA CAPTION:
Consideration of and action on a Contract by and between the City of Sugar Land, Texas, and BFI Waste Services of Texas, L.P., DBA Republic Services of Houston, for residential, commercial, and industrial solid waste collection, transportation, processing, and disposal services.
RECOMMENDED ACTION:
Authorize the approval of a ten (10) year contract for residential, commercial, and industrial solid waste collection, transportation, processing and disposal services with Republic Services (BFI Waste Services of Texas, L.P.) in the amount of $8,370,348.
EXECUTIVE SUMMARY:

In June 2021, the City Manager appointed a 17-member Solid Waste Task Force to develop the recommendations for the future of solid waste and recycling in Sugar Land, with the existing Exclusive Solid Waste and Recycling Franchise Agreement expiring in March 2023. The Solid Waste Task Force developed service level and program development recommendations based on public surveys and online town halls. These recommendations were presented to City Council in March 2022. 

  

At the March 15, 2022 City Council Workshop, City Council directed City Staff to move forward with a Request for Proposals (RFP) for the next Solid Waste and Recycling Contract. The RFP was released in April 2022 and three solid waste companies submitted complete proposals before the RFP deadline in May 2022. A Selection Committee reviewed each company’s proposal and conducted interviews with each contractor’s local team. The scoring criteria and RFP scores were presented at the City Council Workshop on June 28. At that time, City Council directed City Staff to enter into contract negotiations with the company that received the highest amount of points during the RFP process, Republic Services (BFI Waste Services of Texas, L.P.).

  

City staff has negotiated the attached 10-year Exclusive Solid Waste and Recycling Franchise Agreement with Republic Services (BFI Waste Services of Texas, L.P.) for the collection, hauling, and disposal of solid waste and recycling materials from Sugar Land commercial, industrial, and residential customers. 

 

The Republic Services contract will provide residents with twice a week automated collection of garbage, once a week automated collection of recycling, once a week collection of green waste and on-callcollection of bulky waste and bulk cardboard at a rate of $19.85 per household per month. The monthly rate will increase yearly in an amount equal to the higher of 2.5%, or the CPI for Garbage and Trash Collection, but not to exceed 5%.

 

Republic Services will handle all aspects of cart management including delivery, maintenance, and replacement of carts. Republic Services will assume all customer service responsibilities. The contract includes additional bulky waste service the week following the New Year’s Day, Thanksgiving Day and Christmas Day holidays.

 

The contract provides for the transition to new service levels for all customers with an implementation date of January 16, 2023. An education campaign will take place following the approval of the contract, focusing on educating residents and businesses of the new service levels and enhanced customer service resources.

 

The Environmental and Neighborhood Services Department recommends approval of the Contract for residential, commercial, and industrial solid waste collection, transportation, processing and disposal services with Republic Services (BFI Waste Services of Texas, L.P.) in the amount of $8,370,348.
