AGENDA CAPTION:

Consideration of and action on authorizing execution of an Interlocal Agreement with the City of Stafford for Stafford to connect two storm water pipes to the City of Sugar Land storm water culvert at the intersection of Longview Drive and Amesbury Court.

RECOMMENDED ACTION:

Authorize the execution of an Interlocal Agreement (ILA) with City of Stafford to allow the connection of stormwater pipes to the City of Sugar Land stormwater culvert at the intersection of Longview Drive and Amesbury Court.


EXECUTIVE SUMMARY:

Several drainage improvements have been planned in the East Sugar Creek neighborhood. The City has recently completed drainage improvements along Longview Dr. in Sugar Creek. The Longview Drive drainage improvements begin near the intersection of Amesbury Ct. and Longview Dr., extend through the Sugar Creek Country Club Golf Course, and terminate at the existing storm water arch near Bendwood Dr. and Fairway Dr.

 

The City of Stafford has proposed drainage improvements in the portion of Sugar Creek neighborhood that is within the City of Stafford. The proposed improvements will be in two phases. Phase I improvement is to connect two 36-in Reinforced Concrete Pipes (RCPs) just north of Amesbury Ct. to the City of Sugar Land's Longview Dr. storm drain box culvert. Phase II improvements will connect a stormwater line from Country Club to Amesbury.

 

Our Design Engineer, Halff and Associates, Inc., conducted an impact study for the proposed City of Stafford drainage improvements. Both the 2-yr and the 100-yr events were evaluated for the proposed two phased improvements. Maximum ponding depths were evaluated at various intersections throughout Sugar Creek to determine downstream impacts. The maximum ponding depths yielded results that meet the City of Sugar Land design criteria. Planned improvements for this area were anticipated and discussions were ongoing between the cities during the early analysis phase of the project.

 

As stated in the attached Interlocal Agreement, the City of Stafford will pay a connection fee to the City of Sugar Land in the amount of $152,000 for Phase I connection and additional $37,000 for Phase II connection, which are Stafford's pro-rata share of oversizing the downstream culvert. The Agreement also includes provisions on the timing of Phase II connection, which can only occur after City of Sugar Land completes the planned future improvements in the East Sugar area. 

 

Staff recommends City Council authorize the execution of an Interlocal Agreement (ILA) with the City of Stafford to allow the connection of stormwater pipes to the City of Sugar Land stormwater culvert at the intersection of Longview Drive and Amesbury Court.
