AGENDA CAPTION:
Consideration of and action on authorization of an Enterprise Contract with Environmental Systems Research Institute, Inc., in the amount of $88,387.00, for Year One of Esri Small Municipal and County Government Enterprise license software. This is a three year agreement with a total contract amount of $265,161.00.
RECOMMENDED ACTION:

Authorize the approval of the Esri Small Municipal and County Government Enterprise Agreement (EA) in the amount of $88,387.00 for year one of a three-year agreement, for a total of $265,161.00.

EXECUTIVE SUMMARY:

The City of Sugar Land currently utilizes Esri, Inc. products for its Geographical Information System (GIS) applications, data, and analysis. Esri applications are currently in use for the City’s interactive websites, such as My Neighborhood, Interactive Maps, and CIP Story Maps. In addition to the web applications, the Esri Enterprise Agreement (EA) allows staff to manage, perform analysis, and make available the City’s spatial data. Esri is also utilized with the City’s existing work order system, integrated stormwater management model, and the City’s asset management program. The Esri EA allows the City flexibility in deploying GIS-related applications to staff and citizens and allows the City to scale its GIS server environment as demand requires.

The City has had an Esri EA for the past 6 years. The EA pricing includes licensing for all software, server, and cloud-related applications, as well as drone mapping and business analysis tools. The ESRI EA is only available when purchased directly through ESRI and therefore is a sole source.

The EA will entitle the City to an Enterprise License to receive regular software enhancements/maintenance, current user and system documentation, access to Esri’s hosted platform, and 24/7 support.

Funding for this EA is within the Information Technology Operating and Maintenance budgets.

The Information Technology Department recommends that the City Council authorize year one of the Small Municipal and County Government EA with Esri Inc. in the amount of $88,387.00 for software enhancements/maintenance, current user, and system documentation. This is a three-year agreement with a total cost of $265,161.00.
