| | | | | | | | EXECUTIVE SUMMARY: | As part of the City's commitment to providing a high level of service and superior quality water, the City continues investment into drinking water infrastructure rehabilitation. The Great Oak Well, Soldiers Field Well and Riverpark on-site Well are due for rehabilitation and replacement of major components.
The design of the required rehabilitation was completed recently, and the project was packaged into a base bid and bid alternates to maximize the usage of the available fund. The base bid includes pulling the existing well motors and pumps; televising the casing and screens, wire brushing the screens, as needed; replacement of the pumps; rebuilding or replacing the electric well motors; replacement of well column components; chemical cleaning, if required; and performance testing of the completed wells. The bid alternates are listed below:
- Alternate #1 - Install a new surge protection device at the Soldiers Field Well.
- Alternate #2 - Provide and install a new discharge header for the Soldiers Field Well if needed.
- Alternate #3- Remove and replace the wood site fencing at Great Oak Well.
- Alternate #4- Provide and install a new discharge head for the Riverpark On-Site Well.
An Invitation to Bid (ITB) was advertised on August 3, 2022, and August 10, 2022. Bids were opened on August 25, 2022, and (3) bids were received. The bid summary follows:

The responsible low bidder is C & C Water Services, LLC., with a total bid (base bid plus alternates #1, #3 and #4) of $1,528,351.00. The design engineer and staff reviewed the bid and recommended C & C Water Services, LLC. for the project. Recommendations received from the Design Engineer are to remove Alternate #2 from the construction contract because the Soldiers Field Well discharge header is determined to be in good shape after further evaluations. There is currently $1,676,000.00 in CIP CWA2208 Well Rehabilitation Project.
The Notice to Proceed is planned to be issued in November 2022, and the contract time is 240 calendar days. The anticipated completion of the project is in July 2023.
In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project. However, there will be no service interruption (i.e. water service interruption, power outage, solid waste collection, mail and/or school transportation interruptions). The wells are located on City-owned properties and within fences.
Staff recommends the approval of a construction contract with C & C Water Services, LLC. for the Great Oak Water Well, Soldiers Field Water Well, and Riverpark On-site Water Well Rehabilitation Project CIP CWA2208 in the amount of $ 1,528,351.00. |
