| | | | | | | | | EXECUTIVE SUMMARY: | The City of Sugar Land is responsible for the operations and maintenance of 527 miles of wastewater collection system mains and 134 wastewater lift stations. Most utilities maintain wastewater collection infrastructure primarily through specialized equipment designed to clean underground pipes, televise the pipe's interior to identify defects, and large suction equipment designed to vacuum debris.
Line cleaning and televising the sanitary sewer system are critical to helping ensure that the hydraulic capabilities of the system are optimized. The televising is used to identify potential problem areas and allows early detection of pipe failure so that rehabilitation projects can be strategically planned; this reduces the need for repairs on an emergency basis. The vactor service will be primarily for cleaning accumulated grease and other debris in lift stations where accumulations can interfere with normal operations.
An Invitation to Bid (ITB) was published on August 17th and 24th for Cleaning-Televising Inspection and Vactor Services for the sanitary sewer system. On September 1, 2022, the City received two bids in response to the Invitation to Bid 2022-34, and Pro-Pipe, Inc. was the low bidder. The scope of services included
- hydro-jet cleaning of 258,000 feet of sewer lines,
- cleaning and televising of over 129,000 feet of sewer line of various sizes, and
- cleaning of 120 lift stations.

Pro-Pipe, Inc. has done work with the City of Houston, the City of Beaumont, and the City of Plano. The agreement is structured as a one-year agreement and will automatically renew for four additional one-year terms under the same terms and conditions unless notification is provided. Funding is available in Public Works Operations and Maintenance budget.
