AGENDA CAPTION:
Consideration of and action on authorization of a Contract with Inframark LLC, in the amount of $871,250.00, for water and wastewater repair services. This contract will automatically renew for four (4) additional one-year terms for a total contract amount of $4,356,250.
RECOMMENDED ACTION:

The Public Works Department recommends that the City Council approve the annual service contract with Inframark LLC for water and wastewater repair services in the amount of $871,250.00. The contract will automatically renew for four additional one-year terms, for a total contract amount of $4,356,250.00. Funding is available through the Department's Operations and Maintenance budget.

EXECUTIVE SUMMARY:

The City of Sugar Land is responsible for the operations and maintenance of the water and wastewater system, which serves approximately 110,000 residents. This is accomplished through over 650 miles of water lines and 550 miles of sanitary sewer mains. These daily operations include responding to and repairing water service line leaks, water main breaks, hydrant repairs, and sanitary sewer repairs.

To help manage the increased responsibility, contracts for both excavation and hydrant painting were initiated. On average, the City completes 500 to 600 excavated repairs per year for water/wastewater service lines and main lines, fire hydrants, manholes, and valves, of which City crews complete approximately 300 to 400. The other 200 additional excavations are completed through an annual utility service contract.
 
An Invitation to Bid (ITB) was published on August 17th and 24th for Emergency Water and Wastewater Repair Services. On September 1, 2022, the City received one bid in response to the Invitation to Bid 2022-29, with Inframark, LLC as the only bidder. The scope of services includes main repairs, service repairs, hydrant and valve repairs, wastewater line repairs, as well as manhole and cleanout repairs.
 
Inframark, LLC has provided similar services to the City for several years with great success.
 
The agreement is structured as a one-year agreement and will automatically renew for four additional one-year terms under the same terms and conditions unless notification is provided. Funding is available in Public Works Operations and Maintenance budget.
