AGENDA CAPTION:
Consideration of and action on the appointment of James Cox, Veterinarian; Jenna Ross, Animal Welfare Representative; Barbara Willy, Member; John Niemand, Member; Ellen Tarver, Animal Shelter Volunteer; Robin Novak, Member; Susie Hyde, Member; Marion Nixon, Member; and Shelly Papas, Member, for terms expiring September 30, 2023; and appointment of James Cox as Chair expiring September 30, 2023 to the Animal Advisory Board.
RECOMMENDED ACTION:

Appoint a licensed veterinarian, representative from an animal rescue group, an active animal shelter  volunteer, and six City of Sugar Land residents for a one-year term expiring September 30, 2023; Mayor appointment of a Chair with approval of the City Council.

EXECUTIVE SUMMARY:

The Animal Advisory Board is created as required by state law with appointments being made pursuant to membership requirements and qualifications. State law requires the board to meet at least three times a year. The purpose of the board is to review and recommend procedures for the care and maintenance of animal shelter facilities and impounded animals to insure compliance with state law; periodically review the city's animal control ordinances and make recommendations for revisions; review the city's animal control policies, programs and practices of the current animal shelter; review animal capacity calculations and animal population trends; review and recommend policies, programs and practices for implementation in a new animal shelter; determine the city's animal shelter program needs versus wants and associated budget needs; recommend funding options for the programming of space and recommend a capital campaign.

 

The Animal Advisory Board membership is made up of the following:

 

  • Licensed Veterinarian
  • Animal Rescue Representative
  • Animal Shelter Volunteer
  • Animal Shelter Employee
  • Municipal Official
  • Six Residents

City Council appoints all eleven members to the Board. The Animal Services Manager and Director of Environmental and Neighborhood Services currently serve as the Animal Shelter Employee and Municipal Official. Membership must include a licensed veterinarian, municipal official, animal shelter operator, animal rescue group representative, active animal services volunteer, and six residents of the city of Sugar Land; and a Mayoral appointment of a Chair with approval of the City Council.
