AGENDA CAPTION:
Consideration of and action on the appointment of Gilbert Avila, HoJin Lim, Kelsey Johnson, Kelly Reynolds, Heather Guillen, Kelsey Low, Andy Phan, Tracy Pipes, and Joan Maresh-Hansen for terms expiring September 30, 2023; and appointment of HoJin Lim as Chair expiring September 30, 2023 to the PARCS Advisory Board.
RECOMMENDED ACTION:

Appoint nine members to PARCS Advisory Board for one year terms expiring September 30, 2023; Mayor appointment of Chair with approval of City Council.

EXECUTIVE SUMMARY:

The City Council vision for the PARCS Board is to provide input, feedback, and advice on projects and programs to enrich the visual and aesthetic environment of the City and to advise on matters relating to long-term goals and objectives for parks, recreation and cultural activities, streetscape, and urban forestry programs to enrich the visual and aesthetic environment of the City.

 

The nine-member board is to provide collaborative leadership in the cultural arts sector, with a focus on building cultural arts programs and related parks and facilities, to understand user needs to enhance the overall quality of life by providing leisure and cultural services while preserving and promoting natural resources.

The ordinance recommends that the majority of the appointees provide a broad representation of all park users and recreation participants and that several of the board appointees have one or more of the following backgrounds:

 

  • Parks, Arts or Recreation User/Advocate
  • Landscape Architect, Architect, Interior Designer, or Urban Planner
  • Fine Arts Professional or Educator
  • Arts or Architecture Historian, Administrator, or Curator
  • Business or Education Leader/Philanthropist

 

Members serve a one-year term; the mayor, with approval of city council, appoints from the membership the chair and vice chair to serve a one-year term.

Board duties include:

 

  • Make recommendations to the city council on the city parks, recreation and open space master plan, pedestrian and bicycle plan, cultural arts strategic plan, public art plan, individual park project designs/plans and the long-term goals and objectives for parks and recreation activities
  • Make recommendations on other matters relating to parks and recreation activities as requested by the city council, or referred to the board by the city manager or the city manager’s designee
  • Consider public input and make recommendations to the city manager or the city manager’s designee regarding the establishment of any parks ordinance and serve as an appeal board for departmental policies or rules affecting the public
  • Annually review the proposed parks and recreation capital improvement program
  • Make recommendations to the city council and the city manager or the city manager’s designee regarding the city arts and cultural granting program
  • Advise the city council and the city manager or the city manager’s designee on matters relating to art in public parks and other public places as part of the City’s cultural arts program
  • Advise the city council and the city manager or the city manager’s designee on the assessment of need and the proposed development of city-owned parks and arts facilities
  • Provide for collaborative leadership within the cultural arts sector
  • Make recommendations to the city council and the city manager or the city manager’s designee regarding the city streetscape program; and serve as the city tree advisory board.
