Consideration of and action on authorization of a Contract with Consolidated Traffic Controls, Inc., in the amount of $93,005.00 through the Houston-Galveston Area Council Cooperative Purchasing Contract No. PE-05-21, for the purchase of eighty-nine (89) Malfunction Management Units for the Intelligent Transportation System Master Plan Projects, utilizing American Rescue Plan Act Funds.
RECOMMENDED ACTION:
Authorize a purchase of Malfunction Management Units (MMU) for 89 traffic signals in the City in a maximum amount of $93,005.00 as part of the APW05 - Intelligent Transportation System (ITS) Master Plan Projects.
EXECUTIVE SUMMARY:
The City’s Intelligent Transportation System (ITS) employs communication technologies, ruggedized electronics, and software systems to enhance mobility by increasing the efficiency and safety of the existing transportation network. The City’s ITS is key to the continued effort to use innovation to drive operations. Surrounding agencies regularly visit the Traffic Management Center (TMC) to gain perspective on how the City’s ITS supports everyday operations.

In a continuing effort to keep ahead of mobility needs, the City’s ITS Master Plan is updated every five years to identify needs that will maintain and improve our current systems. The latest master plan update reviewed existing infrastructure, researched the latest technology in our industry, and proposes projects that are supported by the National ITS Architecture created by the United States Department of Transportation.

One of the recommendations from the latest master plan is the need to replace the Malfunction Management Units (MMU) in every traffic cabinet. The MMU displays the cabinet’s status, monitors faulty signals, provides diagnostics, and, most importantly, reports malfunctions. If a malfunction is detected within 0.5 seconds, the traffic signal is put into a flashing state. This allows staff to investigate the issue and take corrective action before the signal is returned to normal operation. The MMU is the safety device that ensures the traffic signal runs as programmed.

The need to replace all MMUs is due to the existing manufacturer dropping future development and manufacturing of City specified model. This is recent news after the City approach them with requests to add additional features. The proposed replacement adds enhanced setup and troubleshooting features with remote access for TMC to help field staff. Eberle Design Inc. (EDI) manufactures the proposed replacement MMU SmartMonitor and is a leader in this technology space.

Staff recommends the use of Houston Galveston Area Council Cooperative Purchasing Program (known as HGACBuy) contract #PE-05-21 to purchase 89 EDI MMU SmartMonitors. Consolidated Traffic Controls, Inc. will supply the units. The City plans to install all the equipment to help with the cost within FY23. The funding for this project will utilize ARPA funding.

The Public Works Department recommends that City Council approve the purchase of 89 EDI MMUs from Consolidated Traffic Controls, Inc., listed on the HGACBuy contract #PE-05-21 in a maximum amount of $93,005.00 as part of the APW05 - ITS Master Plan Projects.
