AGENDA CAPTION:
Consideration of and action on authorization of a Contract with Texas Highway Products LTD, in the amount of $427,064.00 through BuyBoard Cooperative Purchasing Contract No. 608-20, for the purchase of ninety-two (92) Uninterruptible Power Supply units for all traffic signals for the Intelligent Transportation System Master Plan Projects, utilizing American Rescue Plan Act Funds.
RECOMMENDED ACTION:
Authorize purchase of Uninterruptible Power Supplies (UPS) for all traffic signals in the City in a maximum amount of $427,064.00 as part of the APW03 - Intelligent Transportation System (ITS) Master Plan Projects.
EXECUTIVE SUMMARY:
The City’s Intelligent Transportation System (ITS) utilizes communication technologies, ruggedized electronics, and software systems to enhance mobility by increasing the efficiency and safety of the existing transportation network. The City’s ITS is key to a continued effort to use innovation to drive operations. Surrounding agencies regularly visit the Traffic Management Center (TMC) to gain perspective on how the City’s ITS supports everyday operations.

In a continuing effort to keep ahead of mobility needs, the City’s ITS Master Plan is updated every five years to identify needs that will maintain and improve our current systems. The latest master plan update reviewed existing infrastructure, researched the latest technology in our industry, and proposes projects that are supported by the National ITS Architecture created by the United States Department of Transportation.

One of the recommendations from the latest master plan is the need to replace the Uninterruptible Power Supplies (UPS) units in every traffic cabinet. UPS provides clean and regulated power to traffic controllers and other sensitive equipment making sure everything operates as designed. ‘Dirty’ power, which includes abnormalities like low power factor, voltage variations, frequency variations, and surges, can result in premature failure of equipment and affect signal operation. UPS also provides battery backup power to keep the traffic signals running for up to 5 hours after the loss of commercial power. This is important as it allows staff to respond to outages prior to the signal going dark, resulting in major impacts on the traveling public.

The City’s existing UPS units have been in operation for over 12 years and are showing high failure rates and low reliability. The power supply industry has introduced double conversion technology, which converts incoming utility power to DC power, then converts the DC power to a perfect AC output. Through this process, a true double-online conversion UPS protects better than the existing units. Clary Corporation manufactures the proposed replacement UPS and is a leader in this technology space.

Staff recommends the use of BuyBoard Purchasing Cooperative contract #608-20 to purchase 92 Clary UPS units. Texas Highway Products, LTD will supply the units. The City plans to install all the equipment to help with the cost within FY23. The funding for this project will utilize ARPA funding.

The Public Works Department recommends City Council approve the purchase of 92 UPS units from Texas Highway Products, LTD, listed on the BuyBoard Purchasing Cooperative contract #608-20, in a maximum amount of $427,064.00 as part of the APW03 - ITS Master Plan Projects.
