Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 22-50:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, RATIFYING THE ACCEPTANCE OF THE AMERICAN RESCUE PLAN ACT (ARPA), CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY FUNDS (CSLFRF) FROM THE UNITED STATES DEPARTMENT OF THE TREASURY AND DESIGNATING THE CITY MANAGER, OR HIS DESIGNEE, AS AUTHORIZED OFFICIAL TO SIGN DOCUMENTS TO ACCEPT, RECEIPT, AND PROCESS THE ARPA FUNDS.
RECOMMENDED ACTION:
Approve Resolution 22-50 to ratify the acceptance of the American Rescue Plan Act (ARPA), Coronavirus State & Local Fiscal Recovery Funds (CSLFRF) in the amount of $11,115,958.00
EXECUTIVE SUMMARY:

On March 11, 2021, the President of the United States signed into law the American Rescue Plan Act (ARPA) to provide continued relief from the impact of the COVID-19 pandemic. Approximately $350 billion of the ARPA funding was allotted to assist state, local, and tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency.

  

The City of Sugar Land received a direct allocation of the ARPA Funds in two tranches, $5,557,979.00 in June 2021 and $5,557,979.00 in June 2022, for a total amount of $11,115,958.00. In compliance with the guidance received from the US Treasury, and in alignment with the goals of the City Council, funds can be used in the general categories: Public Health, Negative Economic Impacts, Premium Pay, Revenue Loss, and Investments in Water, Sewer and Broadband. A majority of the funding will be allocated to Revenue Replacement, but will cover several projects that will benefit a large percentage of our citizens. Investments in Storm water and drainage is included in these projects. 

 

This resolution is to ratify the acceptance of the Coronavirus State and Local Fiscal Recovery Fund (CSLFRF) in the amount of $11,115,958.00 as a direct distribution from the U.S. Treasury department, and to certify that that the City will adhere to all the guidelines set forth by the U.S. Treasury. 

 

It is the recommendation of staff that City Council approves the resolution to ratify the acceptance of the ARPA Funds.
