AGENDA CAPTION:

Consideration of and action on authorization of Year Three of a Contract with Cedros Paving Service LLC, in the amount of $150,000.00, for annual bridge rehabilitation and maintenance.

RECOMMENDED ACTION:

Authorize the execution of a construction contract with Cedros Paving Service, LLC. for the Bridge Rehabilitation Contract in the amount of $150,000.

EXECUTIVE SUMMARY:

The City’s Public Works Department maintains 117 bridges and box culverts throughout the City of Sugar Land. Maintenance needs are identified by inspections conducted by the Texas Department of Transportation (TxDOT). TxDOT is required to perform an inspection of all bridges throughout the State every two years, and the City receives a condition rating for each bridge. The condition rating is a comprehensive rating of the bridge and includes a rating for various bridge structure components.

 

The most recent report identified 10 individual bridge structures needing some form of improvement. These improvements can be as minor as needing new signage, guardrail or delineation, to major repairs such as bridge deck joint repairs. All improvements identified must be completed to meet TxDOT’s specifications and standards. As such, city staff contracted with Aguirre & Fields for engineering services to develop a unit-priced contract for bridge rehabilitation services based on TxDOT’s specifications for standard and non-standard bridge repairs identified by the inspections and engineering report.

 

In FY20, staff went out for a bid for a five-year contract for bridge rehabilitation services. Cedros Paving Service, LLC, was awarded the contract in FY20.  This will be the third year of the five-year contract.

 

This bid was for unit-priced items, allowing the City to develop an annual scope of work based on the available budget each fiscal year. Funding of $150,000.00 is available for year three in the Public Work's FY23 Operations and Maintenance budget. This allows the department to maximize the budgeted funds to address the highest priority needs to maintain our bridge structures at an acceptable level and avoid additional deterioration. 

 

The following bridges will be rehabilitated this year:

  • Gillingham Boulevard
  • Kempner Street
  • Fluor Daniel Drive North Bound
  • University Boulevard West Bound
  • University Boulevard East Bound
  • Austin Parkway West Bound
  • Austin Parkway East Bound
  • Williams Trace Boulevard North Bound
  • Dulles Road
  • Green Fields Drive

 

The Public Works Department recommends that City Council approve the third year of the bridge rehabilitation services contract with Cedros Paving Service, LLC in the amount of $150,000.00.  This is the third year of a five-year agreement.
