| | | | | | | | | EXECUTIVE SUMMARY: | In FY22, the City of Sugar Land implemented the Human Capital Management (HCM) module of Tyler Munis, which includes payroll, and the time-keeping system, ExecuTime. The City encountered some challenges using these systems and recently embarked on a project to identify and address these systemic issues. To free up COSL staff to focus on this project, the Human Resources Department contracted with Burnett Staffing to provide temporary employees to assist with day-to-day activities related to payroll.
The evaluation project began in November 2022 and is anticipated to end in January 2023. The temporary staff that Burnett has provided are fully trained and engaged, allowing COSL staff the ability to devote their time and attention to resolving the issues. However, this timeframe will cause the City to expend more than $50,000.00 with Burnett Staffing. Therefore, staff recommends amending the existing contract with Burnett Specialists for temporary personnel services.
The Finance Department and the Human Resources Department recommend that City Council approve an amendment to the contract with The Burnett Companies Consolidated, Inc. dba Burnett Specialists, in the maximum contract amount of $65,000.00, through Houston-Galveston Area Council (H-GAC) Cooperative Agreement, Public Services – ID: 7024, for temporary personnel services.
