Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 22-56: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE U.S. DEPARTMENT OF HOMELAND SECURITY (DHS), FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), THROUGH THE STATE OF TEXAS OFFICE OF THE GOVERNOR, FOR THE FISCAL YEAR 2023 HOMELAND SECURITY GRANT PROGRAM (HSGP), URBAN AREA SECURITY INITIATIVE (UASI), AND DESIGNATING THE CITY MANAGER, OR HIS DESIGNEE, AS AUTHORIZED GRANT OFFICIAL TO APPLY FOR, ACCEPT, REJECT, ALTER, OR TERMINATE THE GRANT AND TO EXECUTE ALL GRANT DOCUMENTS.
RECOMMENDED ACTION:
Approve resolution to apply for grant funds through UASI FY23 application period. 
EXECUTIVE SUMMARY:

Since 2003, the greater Houston area has been considered by the Department of Homeland Security (DHS) to be among the highest-threat urban areas in the nation. This designation qualifies the area to receive funding through the DHS Urban Area Security Initiative (UASI) grant program. This program was established to enhance the preparedness level of high-threat communities.
 
With support from the UASI and related homeland security grant programs, stakeholders in the Houston Urban area are engaged in a multi-disciplinary and multi-jurisdictional partnership to improve local capacity to prepare for, protect against, respond to and recover from catastrophic incidents.
 
The city will be applying for public safety and cyber security projects under this grant program.
