Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 23-03: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, ACCEPTING THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, PUBLIC SAFETY OFFICE, CRIMINAL JUSTICE DIVISION, FOR FISCAL YEAR 2023 BULLET-RESISTANT SHIELD GRANT PROGRAM; AND DESIGNATING THE DEPUTY CITY MANAGER AS AUTHORIZED GRANT OFFICIAL TO EXECUTE ALL GRANT DOCUMENTS AND IMPLEMENT THE GRANT; and authorization of a Budget Amendment in the amount of $70,725.60 to revenue and expenditures. 

RECOMMENDED ACTION:
To approve Resolution No. 23-03 accepting the State of Texas, Office of the Governor, Public Safety Office, Criminal Justice Division, for Fiscal Year 2023 Bullet-Resistant Shield Grant Program (“Grant”), for the purchase of bullet-resistant shields to protect the lives of law enforcement officers, and designating the City Manager, or his designee, as an authorized grant official to execute all Grant documents on behalf of the City of Sugar Land and implement the Grant, and approve the budget amendment to revenues and expenditures in the amount of $70,725.60.
EXECUTIVE SUMMARY:

The State of Texas Office of the Governor, Public Safety Office, Criminal Justice Division has awarded the City of Sugar Land a grant in the amount $70,725.60 for the purchase of bullet-resistant shields to protect the lives of law enforcement officers, as part of the Fiscal Year 2023 Bullet-Resistant Shield Grant program. Sugar Land Police Department applied for this grant in September 2022.

State funds for these projects are authorized by a Budget Execution Order proposed by the Legislative Budget Board and was ratified by Governor Abbott on June 28, 2022, pursuant to Texas Government Code, Section 317.002 and Section 317.005(b).

The Sugar Land Police Department is recommending that the City Council approve Resolution No. 23-03 accepting the State of Texas, Office of the Governor, Public Safety Office, Criminal Justice Division, for Fiscal Year 2023 Bullet-Resistant Shield Grant Program (“Grant”), for the purchase of bullet-resistant shields to protect the lives of law enforcement officers, and designating the City Manager, or his designee, as an authorized grant official to execute all Grant documents on behalf of the City of Sugar Land and implement the Grant, and authorize a budget amendment to revenues and expenditures in the amount of $70,725.60.
