The City owns and operates 16 groundwater plants and 23 groundwater wells that serve residents and businesses in Sugar Land. Renewing and replacing the City’s groundwater plants and groundwater wells is part of the ongoing Capital Improvement Program and ensures that the City maintains firm redundancy in supply should an issue arise with our raw water source. These sites are evaluated, and improvements are made per our risk matrix for ground water plant assets with the goal of preserving and extending the useful life of each asset.
The following components at the First Colony Groundwater Plant are in need of replacement or modification:
- Replacement of one horizontal split case pump and two vertical turbine booster pumps
- Replacement of one vertical turbine pump can
- Replacement of select valves on the suction and discharge side of the pumps
- Replacement of soft starters, conductors and disconnect switches for the pumps
- Cleaning storm sewers and regrading swales to improve site drainage
- The addition of a pipe culvert under the access road
- A new chemical feed building
- Pumps, piping, and appurtenances required for chemical feed
- Demolition of the existing chemical feed building
K-Friese & Associates(KFA) was selected as the consultant to perform the engineering services required for this Project. This selection was in accordance with the City Policy PU-109 for the procurement of professional services.
A proposal for engineering design and bid phase services for the Project has been submitted by KFA. The proposal includes the following:
1. Project Management/Administration – This task includes supervision and oversight of
project team, monitoring budgets and schedules, communications, and other tasks directly
associated with the Project.
2. Quality Assurance/Quality Control – The QA/QC task includes review of the work at various
stages of progress as well as review of all deliverables.
3. Project Design Meetings – KFA will hold regular internal project team meetings with staff
and subconsultants.
4. City of Sugar Land Meetings – KFA will prepare for and attend meetings with City staff to
monitor the design progress. KFA anticipates a kick-off meeting, one progress meeting, and
a workshop to review the 60% Design Submittal, and a workshop to review the 90% Design
Submittal.
5. Topographic Survey – Conduct a topographical survey of area included in Exhibit A in order
to establish flow lines and drainage patterns.
6. Geotechnical Investigation. Conduct a field investigation that includes one boring 20 feet
deep for the chemical building foundation and prepare a report summarizing the results of
the field investigation and provides recommendations for the design of the foundations.
7. Lead and Asbestos Testing – Conduct field sampling and laboratory testing of materials
subject to demolition that may contain lead and asbestos containing materials.
8. Drawings – KFA will prepare the drawings and plan sheets as necessary to permit and
construct the improvements. The drawings will be signed and sealed by an engineer
registered in the State of Texas.
9. Project Manual – KFA will create the Project Manual including front-end documents and
technical specifications for the Project. KFA will coordinate with the City to incorporate city
specific document and specifications into the Project Manual. The Project Manual will be
signed and sealed by an engineer registered in the State of Texas.
10. The Engineers Opinion of Probable Construction Cost (EOPCC) will be developed in general
conformance with the guidelines developed by the Association for the Advancement of Cost
Engineering (AACE) for a Class 3 Estimate.

The Engineering Department has negotiated the above scope of work with K-Friese & Associates for a not-to-exceed fee in the amount of $189,150. There is currently $2,160,000 available in CIP CWA2304, Groundwater Plant Improvements project. Design completion is anticipated in October 2023, and the Project's construction is expected in FY24.
The Engineering Department and Public Works Department recommends the City Council authorize the execution of a Professional Services Contract with K-Friese & Associates Inc., in the amount of $189,150 for engineering design services pump and valve replacement at First Colony Ground Water Plant Rehabilitation Project, CIP CWA 2304.
