Traffic counts and previous traffic studies identified the intersection at SH6 and First Colony/Brooks streets as a high-traffic congestion intersection. A traffic study was conducted and concluded that geometric improvements could be made to improve traffic flow. The study recommended reconfiguring the intersection by adding dual concurrent left turn lanes on northbound First Colony Blvd. and Southbound Brooks St. A portion of these improvements are within TxDOT Right-of-Way (ROW).
The design and construction phases of these improvements were incorporated into the Capital Improvement Project (CIP) CST2202 - Intersection Improvements State Highway 6 at First Colony Blvd/Brooks St. These improvements were intended to be completed after Phase 3 widening of State Highway 6, which was completed in summer 2022. The design phase for CIP CST2202 was completed in February 2022, at which time the City applied for an agreement with TxDOT. TxDOT requires an agreement when working within TxDOT right-of-way.
The purpose of the resolution is to enable the City to enter into a Local On-System Improvement Project Agreement (LOSA) with the State of Texas that will allow the City to implement the proposed improvements.
The key terms of the LOSA are as follows:
- City is solely responsible for all costs associated with the project
- City shall ensure that the project is constructed in compliance with TDLR minimum accessibility requirements
- Construction to begin within 6 months after execution of the agreement
Once the LOSA is executed by the City, it will be sent to TxDOT for their signature. When the LOSA has been fully executed, the City will be able to move forward with advertising for construction. Construction is planned for mid-2023.
The Engineering Department recommends that the City Council approve Resolution No. 23-04.
