AGENDA CAPTION:
Consideration of and action on authorization of an Agreement between the City of Sugar Land, Texas, and Sugar Creek Center Property Owners Association, in the amount of $75,000.00 through the Sugar Land 4B Corporation Joint Capital Improvement Program, for entryway signage improvements located at the entrances to the Sugar Creek Center Office Park.
RECOMMENDED ACTION:
Review and approve Agreement with Sugar Creek Center Property Owners Association for funding requirements of their FY23 Joint CIP project for entryway signage improvements to be located at the entrances to the Sugar Creek Center Office Park in the amount of $75,000.00.
EXECUTIVE SUMMARY:

The Sugar Land 4B Corporation (SL4B) has a Joint Capital Improvement Program (CIP) that provides an opportunity for community-based organizations to enhance the community through public improvement projects in which SL4B participation will increase the quality of the scope and/or decrease the time of development. This program was established through City Council Resolution No. 14-27 and updated in 2020 via Resolution No. 20-03.

 

In Fiscal Year 2023, the SL4B Board recommended moving forward with funding all nine eligible projects with a total cost of $268,689.06. Grant agreements per homeowners association (HOA) or property owner association (POA) are being processed for approval based on the requested funding levels.

 

The agreement in consideration is the Sugar Creek Center Property Owners Association project which consists of entryway signage improvements to be located at the entrances to the Sugar Creek Center Office Park at:

 

  • US Hwy. 90A and Commerce Green Blvd.;
  • US Hwy. 59 and Commerce Green Blvd.; and
  • US Hwy. 59 and Sugar Creek Center Blvd.

 

The project’s total cost is approximately $211,535.00 with an SL4B contribution of $75,000.00, which was approved by the SL4B board for reimbursement on January 18, 2023, via Resolution No. SL4B-R23-01.

 

The agreement outlines various documentation the Association must submit in order to be reimbursed by the City. Included in these documents are:

 

  • Copies of all required permits obtained for installation of the improvements;
  • Copies of receipts and supporting documentation showing that all the contractor(s) have been paid a total amount of at least $211,535.00;
  • A letter from the Association Board President warranting that the improvements have been completed according to the requirements of this agreement; and
  • Photographs of the completed improvements.

 

Upon approval of the agreement by the City Council, work on the project may begin, and reimbursement will be provided within 30 days of the City's review and approval of the documents and photographs mentioned above.

 

Staff recommends that the City Council approve an agreement between the City of Sugar Land and Sugar Creek Center Property Owners Association for funding requirements of their FY23 Joint CIP project in the amount of $75,000.00.
