AGENDA CAPTION:
Consideration of and action on authorization of a Contract with InVeris Training Solutions, Inc., in the amount of $68,800.00, for the purchase of the InVeris Virtual Reality Simulators and associated equipment, utilizing American Rescue Plan Act Funds.
RECOMMENDED ACTION:
Police Department recommends City Council authorize the execution of the contract with InVeris Training Solutions, Inc. in the amount of $68,800.00 for the purchase of the InVeris Virtual Reality Simulator and associated equipment using American Rescue Plan Act (ARPA) funds.
EXECUTIVE SUMMARY:
The Police Department has $68,800.00 in ARPA funds allocated in the FY23 budget for the replacement of its outdated firearm training simulator. Current equipment is a two-dimensional training tool with limited instructor responses and officer decision-making. It will be replaced with the Virtual Reality Simulator, which includes VR head-mounted display, VR-Optimized computer system, VR handgun, VR Rifle, VR Taser, VR OC spray, VR flashlight, VR Haptic vest, and BIO heart rate monitor. After research and comparison of multiple vendors’ Virtual Reality Simulators, staff has recommends InVeris Virtual Reality Simulator equipment as the most suitable for the PD needs.
 
InVeris training Solution System is the only virtual reality system in the law enforcement market to offer the following list of critical training features, such as proprietary multi-user room calibration system, allowing for multi-user setups to be quickly set up and taken down, precise eye and body tracking, secure, instructor controlled, locally stored, and anonymous-capable analytics system that can be used to track trainee progress, and review bodycam footage from previous scenarios, multi-user capability for up to three users, and Law Enforcement only automatic software updates.
 
Police Department recommends City Council authorize the execution of the contract with InVeris Training Solutions, Inc. in the amount of $68,800.00 for the purchase of the InVeris Virtual Reality Simulator equipment.
