AGENDA CAPTION:
Consideration of and action on authorization of a Remediation Contract with FH ARC Abatement, LLC, in the amount of $82,117.00, for Remediation Services at Public Works Building C; utilizing American Rescue Plan Act Funds.
RECOMMENDED ACTION:

Authorize the award of a contract with PH ARC Abatement, LLC, in the amount of $82,117.00, for the remediation of Public Works Building C.

EXECUTIVE SUMMARY:

The Facilities Services Management Team of the Environmental and Neighborhood Services Department is charged with providing life, health, safety, and security services at city facilities, including City Hall, City Hall Annex, Public Works (PW), Police/Municipal Court, Parks Maintenance, Surface Water Treatment Plant, T.E. Harman Center, Imperial Parks and Recreation Center, and the Visitors Center. 
 
The PW Campus includes several facilities maintained by Facilities staff, including the PW Building C, built-in 1995 as the original public works warehouse. The Utilities Division of the Public Works Department occupies the building. Recently, the facility was tested for mold due to the metal framing of the building aging and water infiltrating into the building. The air quality test concluded that the building tested positive for mold. Upon completing an air quality test, the testing lab developed a mold remediation protocol detailing the remediation requirements that must be performed within the building.

The PW Building C remediation requirements included the utilization of air filtration and dehumidification equipment, the removal of drywall, wallpaper, baseboards, carpet, tile, cabinetry, and cleaning surfaces. The estimated completion of the remediation is anticipated for the end of June 2023. Once the remediation is complete, follow-up clearance testing must be performed. Additionally, the protocol outlines further remediation requirements that need to be done prior to post-testing the building for clearance; this includes assessing the HVAC system and making any necessary modifications. This work will be completed after the assessment and prior to the post-testing for clearance.

The rebuilding phase of the project will commence following the air quality testing clearance and inspection of the building and will address all areas impacted by the remediation. Upon completion of the remediation and clearance testing, the rebuild will begin. 

On March 15, and March 22, 2023, an Invitation to Bid was advertised in the local newspaper. On April 6, 2023, the city received two (2) bids in response to the abatement services invitation to bid. The bid results are as indicated below:

 FH ARC Abatement LLC was identified as the apparent lower bidder for the project at $82,117.00. Funding for the project is available through the American Rescue Plan Act (ARPA) funds which is a part of the federal stimulus bill to aid public health and economic recovery from the COVID-19 pandemic, in the amount of $200,000.00. The construction schedule includes 30 Calendar Days to substantial completion once the Notice to Proceed is given.


The Environmental and Neighborhood Services and Public Works Departments recommend the City Council award a remediation contract for the abatement of Public Works Building C, with FH ARC Abatement, LLC, in the amount of $82,117.00.
