The Urban Area Security Initiative (UASI) grant program addresses the unique risk-driven and capabilities-based planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas based on the capability targets and gaps identified in the THIRA/ SPR process. This program helps urban areas build enhanced and sustainable capacities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
 
The City has been awarded two UASI grants: 1) rescue task force equipment and 2) cybersecurity threat detection and attribution software. These were both accepted at a City Council meeting in November 2022 without a resolution. The grant requires that City Council accepts the funds through a resolution that contains a provision regarding the return of grant funds to the State of Texas, Office of the Governor, in the event of loss or misuse of such funds.
