AGENDA CAPTION:

Consideration of and action on authorization of a Contract with Cedros Paving Services LLC, in the amount of $1,800,000, for sidewalk and trail rehabilitation at various locations, utilizing American Rescue Plan Act Funds.

RECOMMENDED ACTION:

The Public Works Department recommends that the City Council authorize this contract between the City of Sugar Land and Cedros Paving Service, LLC. for Sidewalk and Trail Rehabilitation at Various Locations in the amount of $1,800,000.00

EXECUTIVE SUMMARY:

Public Works is responsible for the maintenance of over 850 miles (Estimated $126M Replacement Cost) of the sidewalk throughout the City. This includes sidewalks in neighborhoods along major thoroughfares and trails. Each year, Public Works staff completes an assessment of all the sidewalks recording the location of and severity of vertical trip hazards. Trip hazards are classified into 3 types as identified here:

 

  • Category 1 – Trip Hazard greater than 2”
  • Category 2 – Trip Hazard greater than 1” but less than 2”
  • Category 3 – Trip Hazard less than 1”

Last year, staff identified over 14,100 deficiencies with an estimated repair cost of over $7MM.

  • Category 1 – 1,884 Locations
  • Category 2 – 6,353 Locations
  • Category 3 – 5,923 Locations

This year, the assessment is still ongoing; current findings include the following:

  • Category 1 – 3,720 Locations
  • Category 2 – 16,418 Locations
  • Category 3 – 53,287 Locations

Category 1 and 2 are mitigated through replacement, whereas Category 3 is mitigated via concrete shaving.

 

However, this year staff included an audit in the assessment to gather more detailed information about our sidewalk conditions. The audit included inspecting individual sidewalk panels from joint to joint, the size of vertical trip hazards, and cold-patched locations.

 

In addition to the assessment, the City receives approximately 800 service requests for sidewalk concerns on an annual basis. These requests from residents are the top priority for staff. The service level for repairs called in by residents is 90 days. Currently, staff is notifying residents that the estimated timeline is 14-20 months to complete repairs.

 

The City utilizes City staff, as well as a sidewalk rehabilitation contractor, to complete the sidewalk replacement. Generally, customer service requests are completed in the order in which they are received. 

 

This year, Public Works intends to complete three sidewalk rehabilitation contracts. A one-time contract for $400,000.00, a recurring contract for $625,000.00 per year, and a one-time ARPA Funding contract for $1.8 million (this contract). This contract is a unit price contract and is executed based on ARPA funding for this fiscal year.

 

Staff had previously held a bid on this project and awarded it to the apparent lowest bidder of Greenscape Six, LLC, in October of 2022. Greenscape Six, LLC has successfully completed two contracts with the City for Sidewalk and Trail Rehabilitation for $400,000.00 once and the first year of a 5-year reoccurring contract of $625,000.00 without issues. However, Greenscape Six, LLC was not able to obtain the necessary bonding documents to execute the one-time $1,800,000 Sidewalk and Trail Rehabilitation contract from October 2022. Staff worked diligently with the vendor to execute this contract due to the pricing and quality of work performed. However, unfortunately, the contract had to be rebid because of the above-mentioned bond issue.

 

Staff advertised an invitation to bid on February 15, 2023, and February 22, 2023, and opened bids on March 2, 2023. The City received 2 bids for the project.

Cedros Paving Service, LLC, was the apparent low bidder based on the unit prices bid through the estimated quantities. Cedros Paving Service, LLC. has successfully completed numerous contracts and projects for the City over the years.
 
Staff anticipates the contractor will mobilize and begin construction at the beginning of April. The contractor will focus on completing the Service Requests received after October 1, 2021, up to the present day. There are currently 752 service requests meeting these criteria. At an average service request repair cost of $2,253.34, we anticipate completing the backlog for approximately $1,694,515. Once completed, the contractor will begin working on Priority one trip hazards and cold-patched sidewalk sections.
