PUBLIC HEARING 5:30 P.M.:  Receive and hear all persons desiring to be heard on the proposed Conditional Use Permit for Residential Proximity allowing for a Non-Residential Use for a Place of Worship at 13130 Alston Rd. Further described as Reserve “A” of the Faizan-E-Madinah Minor Plat Instrument No. 2015101211 F.B.C.P.R.

 

FIRST CONSIDERATION: Consideration of and action on CITY OF SUGAR LAND ORDINANCE NO. 2312AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, GRANTING A CONDITIONAL USE PERMIT FOR A PLACE OF WORSHIP (FAIZAN-E-MADINAH MASJID) LOCATED AT 13130 ALSTON ROAD WITHIN THE NEIGHBORHOOD BUSINESS (B-1) ZONING DISTRICT.

RECOMMENDED ACTION:
Hold a Public Hearing and First Reading of Ordinance No. 2312 for a Conditional Use Permit for a Place of Worship at 13130 Alston Rd near the intersection of Alston Rd and W Airport Blvd.
EXECUTIVE SUMMARY:

Request for a Conditional Use Permit for a building to be used as a place of worship located at 13130 Alston Rd near the intersection of Alston Rd and W Airport Blvd. In accordance with the Development Code Section 2-55, a Conditional Use Permit is required due to the property’s border with Standard Single-Family (R-1) zoning along 50% of its boundary.

The proposed CUP would allow for a 46,943 sq. ft. Place of Worship built in two phases. Phase One would include the main Assembly Area, Women’s Entrance and Restrooms, Classrooms, Additional Parking Spaces, and Landscaping around the site. Phase Two would include a Multi-Purpose Room, Men’s Entrance & Courtyard, Classrooms, Additional Parking, and an outdoor Basketball Court.

Planning & Zoning Commission held a Public Hearing at their July 27th meeting, at which several speakers were present. The majority of concerns were about noise, the scale of the building, light pollution, and traffic. The Commission then voted to recommend approval of the Conditional Use Permit with conditions to mitigate the concerns brought up by the public and are included in Ordinance No. 2312 for consideration.
 
Since the Planning & Zoning Commission meeting, staff has received additional public comment forms related to this Conditional Use Permit request. Those that were received at the time of this report are attached to the staff report. This item is scheduled for a Public Hearing followed by the First Reading of Ordinance No. 2312 for a Conditional Use Permit for a building to be used as a place of worship located at 13130 Alston Rd near the intersection of Alston Rd and W Airport Blvd.
