In 2018, the City completed a drainage study for Elkins Road (between Commonwealth Blvd. and University Blvd.). The purpose of the study was to identify solutions to minimize street ponding in order to provide one passable lane during major storm events along major roadways. The analysis evaluated a few alternatives to identify the most feasible and cost-effective solution. To provide more efficient drainage in the area, the study recommended coordinating with Fort Bend County Levee Improvement District 14 (FBCLID 14) to improve the LID’s outfall weir structure and to enlarge the existing storm water pipes along Elkins and Commonwealth.
This project was approved by the voters of Sugar Land as part of the 2019 GO Bond projects. The design in FY21 will cover the entire project, and construction is expected to be completed in two phases. Each phase and construction timing are described below:
Phase I (expected construction in FY22) includes improvements to the FBCLID 14 outfall. Modifications include the following:
- Adjust the 2-Arch pipes (120”x53”) with four 10-ft x5-ft RCBs that currently maintain the lake elevation; and
- Install a weir to maintain lake water surface elevation.
Phase II (expected construction in FY23) includes drainage improvements and street reconstruction along Elkins Road and Commonwealth Blvd, including the following:
- Installation of reinforced concrete boxes along Elkins Road and Commonwealth Blvd. to the intersection with Monarch Drive;
- Replacement of all inlets along Commonwealth Blvd., Elkins Blvd., and University Blvd.;
- Replacement of all 24” RCP laterals with 36” RCP laterals; and
- Minor street grading at the intersection of Monarch and Commonwealth.
The project requires acquisition of a total of six parcels in fee and two temporary construction easements. Three parcels will be obtained from Avalon Community Association Inc. and three parcels, along with the two temporary construction easements, will be obtained from FBCLID 14. The project has some obstacles including land acquisition cost and construction timelines.
In the interest of the project timeline, it is imperative that staff move forward with the acquisition of Parcels associated with CIP Project CDR 2105 and CDR 2107 Avalon Brazos Landing Commonwealth Drainage Improvement.
Staff recommends approval of Resolution No. 23-27 declaring the public necessity for acquiring fee simple property and temporary construction easements for CIP CDR 2105 and CDR 2107.
