RECOMMENDED ACTION:
Consideration of and action on authorization of a Construction Contract with Sterling Site Services, LLC, in the amount of $392,890.14 for Sugar Land Business Park Northeast Detention Basin Improvements, CIP CDR2302.

EXECUTIVE SUMMARY:

A drainage study was conducted in 2022 to assess the detention requirements for approximately 207 acres of undeveloped Sugar Land Business Park land. The study indicated a need for 60 acre-feet of regional detention to accommodate full development and prevent downstream flooding, erosion, and property damage.

 

This project will contribute 13 acre-feet to the required volume, while the remaining 47 acre-feet will be addressed in the future during Phase II and III. Following the study's recommendation, the plan involves deepening the existing detention pond's 3.8-acre eastern section in the northeast corner of the Business Park. This enhancement will provide an additional 13.0 acre-feet of detention capacity. The depth of this section of the pond will be increased by approximately 3 feet to match the flowline elevation of the rest of the pond.

 

The scope of work for the CIP CDR2302 project includes

  • soil excavation and haul-off,
  • removal and replacement of pilot channels, and
  • concrete slope paving within the existing Sugar Land Business Park Northeast Detention Basin.

 

Lockwood Andrews & Newman, Inc. (LAN) was the design engineer and finalized the project's design in April 2023. An Invitation to Bid was advertised on July 12 and July 19, 2023, resulting in the receipt and opening of eight (8) bids on Thursday, July 27, 2023.

 

The bids were carefully reviewed by both staff and LAN for mathematical errors or bid irregularities. The Engineer's estimated probable construction cost for the project is $400,000.00

The lowest responsible bidder for the project is Sterling Site Services, LLC, offering a total bid price of $392,890.14. The available budget for construction, contingency, and construction administration in CIP CDR2302 is $407,239.00.
 
The design engineer has provided a letter of recommendation affirming Sterling Site Services, LLC's capability to successfully complete a project of this nature. The design engineer also checked references and received positive feedback regarding Sterling Site Services, LLC's satisfactory work on past projects in the Greater Houston area.
 
Pending approval from the City Council, the Notice to Proceed (NTP) will be issued in October 2023, with a contract time of 90 calendar days.
 
The Engineering and Economic Development Departments recommend that the City Council authorize the execution of a construction contract with Sterling Site Services, LLC, for the Sugar Land Business Park Northeast Detention Basin Improvements, CIP CDR2302, in the amount of $392,890.14.
