AGENDA CAPTION:
Consideration of and action on authorization of a Construction Contract with Reytec Construction Resources, Inc., in the amount of $13,889,450.00, for the Austin Park and Chimneystone Drainage Improvements Project, CIP CDR2101.
RECOMMENDED ACTION:

Authorize the execution of a construction contract with Reytec Construction Resources, Inc. for the Austin Park and Chimneystone Drainage Improvements, CIP CDR2101, in the amount of $13,889,450.00.

EXECUTIVE SUMMARY:

A drainage study was completed in 2018 for areas of the Austin Park, Settlers Grove and Chimneystone subdivisions post-Hurricane Harvey. These areas regularly experience excessive street ponding during major storm events, and some homes experienced structure flooding during Hurricane Harvey. The study identified multiple areas that far exceeded the City’s performance criteria established by the Master Drainage Plan, and they have been programmed in the capital improvement program. The Settlers Park Drainage Improvements Project has been completed. Austin Park and Chimneystone Drainage Improvements were included in the 2019 voter-approved GO Bond program, and the design was completed in FY23. These projects will reduce structure flooding risks and reduce the ponding depths and durations during major rain events.

 

This project, Austin Park and Chimneystone Drainage Improvements CIP CDR2101, will include the following:

 

  • 10 foot by 6 foot reinforced concrete box trunkline between Ditch A and the Acacia Drive storm sewer outfall
  • Installation of reinforced concrete pipe from 24 inch to 54 inch along Acacia Drive
  • 8 foot by 6 foot reinforced concrete box trunkline between the Acacia Drive storm sewer outfall and Austin Parkway
  • Construction of a trapezoidal drainage channel, eight (8) feet deep, forty-eight feet (48) wide at the top, sixteen feet (16) at the bottom with 2:1 concrete side slopes between Austin Parkway and Thistlewood Drive.  This is within the City's undeveloped Oilfield Road ROW. Lateral outfalls will connect the storm sewer systems within the neighborhoods to the west to the new channel. 

 

An Invitation to Bid (ITB) was advertised on August 2 and August 9, 2023.  Bids were opened on September 14, 2023, and ten (10) bids were received.  One was deemed unresponsive.  The bid summary follows:

The responsible low bidder is Reytec Construction Resources, Inc., with a total bid of $13,889,459.00. Staff secured a Flood Infrastructure Fund (FIF) 0%, 30-year loan from the Texas Water Development Board. There is currently $14,911,250.96 in CIP CDR2101 Austin Park and Chimneystone Drainage Improvements. Funds from CIP CDR2101 will be used for the construction contract $13,889,450.00, materials testing $249,500.00, and construction administration $137,171.00. In total, the project needs $14,276,121.00.  The remaining $635,129.96, or 4%, will be for contingency.

 

The Notice to Proceed is planned to be issued in December 2023, and the contract time is 976 calendar days.  The anticipated completion of the project is in August of 2026.

 

Public engagement meetings were on April 6, 2022, and October 23, 2023.  In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project.  There will be temporary lane closures.  Notification will be provided via the City's website, HOA notifications, social media postings, and electronic message boards placed on site.

 

The Engineering and Public Works Departments recommend the approval of a construction contract with Reytec Construction Resources, Inc. for the Austin Park and Chimneystone Drainage Improvements Project, CIP CDR2101, in the amount of $13,889,450.00.
