In the 2019 GO Bond Citywide Transportation and Mobility package, this traffic study was included to analyze the intersections and areas within the City of Sugar Land that have observed high amounts of vehicular crashes, and develop recommended alternatives to mitigate future accidents in the studied intersections and roadways.
Accomplishing the project objective requires an understanding of the limitations and deficiencies of the existing conditions and roadway geometry, and recommending improvements that are both functionally efficient and financially effective. There are seven emphasis areas identified in the TxDOT Highway Safety Improvement Plan (HSIP) that will be considered in the analysis, which is: Pedestrian Safety, Speeding, Impaired Driving, Distracted Driving, Roadway and Lane Departures, Intersection Safety, and Elderly Users. Additionally, the consultant, Consor Engineers LLC, in coordination with City Staff, will identify up to 15 focus locations (intersections and/or roadway segments) for further analysis and recommendations. The scope of work for this contract will include the following elements:
- Data Collection
- Crash Analysis
- Crash Rate Calculation
- Detailed Analysis of 15 Focus Locations
- Countermeasures and Recommendations
- Draft and Final Report
The schedule to complete this study is eight (8) months from the notice to proceed date.
The Engineering Department has followed the City’s Policy Number PU-109 concerning the Selection of Professional Services and selected Consor Engineers LLC from the City’s list of pre-qualified consultants for this project. Consor Engineers, LLC has extensive and proven experience in solving related traffic studies in the City of Sugar Land and the Greater Houston area. Staff has negotiated a not-to-exceed time and material scope of work and fee of $137,292.78.
The Engineering and Public Works Departments recommend authorizing a professional services contract with Consor Engineers, LLC in the amount of $137,292.78 for CIP CST2101 – Citywide Safety Analysis.
