AGENDA CAPTION:
Consideration of and action on authorization of a Interlocal Agreement with Fort Bend County, Texas, for installation of a 12-inch waterline for the 2017 Fort Bend County Mobility Bond Project No. 17102 Ransom Road, Sugar Land, Texas.
RECOMMENDED ACTION:
Authorize the execution of an Interlocal Agreement (ILA) with Fort Bend County for the installation of a 12-inch water line along Ransom Road, Sugar Land, TX.
EXECUTIVE SUMMARY:

As part of the 2017 Fort Bend County Mobility Bond Program, Ransom Road roadway was slated for widening from Indigo River Lane to SH99. The road will be transformed into a 3-lane section with a 41-foot-wide reinforced concrete roadway, accommodating a 14-foot two-way left turn lane in the center, flanked by 12-foot travel lanes in each direction, all with a 1-foot offset from a 6-inch curb. West of Indigo River Lane, the roadway will transition into a 3-lane concrete roadway with an open ditch drainage system at the western Sugar Land city limit.

 

The City of Sugar Land (City) has been exploring the possibility of looping the existing waterline from Indigo River to just east of Grand Parkway, behind the existing Bank of America. The proposed 2400 linear feet of 12-inch waterline will connect to the existing waterline system, improving water quality and pressure for City residents and commercial users. In 2019, the City approached Fort Bend County (FBC) and requested the FBC’s inclusion of the waterline design in the construction plans. FBC agreed to incorporate the waterline construction into their project but required the City to fund the design separately and reimburse FBC for construction. In 2019, a contract of $38,977.00 with a design firm was approved for the waterline.

 

City of Sugar Land Responsibilities:

  1. Inspect the waterlines installation as per City codes and standards.
  2. Reimburse FBC the actual installation cost of the waterline. The engineer’s estimate for waterline installation is $407,285.00.
  3. The final amount of City participation will be based on actual costs.
  4. Issue and sign a “Notification of Completion” acknowledging the Project’s construction completion.
  5. Be responsible for the maintenance of the installed waterline.

 

Fort Bend County Responsibilities:

  1. Install waterline in conjunction with the road widening and reconstruction project for Ransom Road.
  2. Ensure that the construction complies with the City of Sugar Land codes and standards.
  3. Invoice City for waterline construction cost when completed.

 

Currently, CIP CWA2207, allocated for utility costs on Ransom Road waterline, has an available budget of $500,000.00.

 

The Engineering Department and Public Works Department recommend that the City Council authorize the execution of an Interlocal Agreement with Fort Bend County for the installation of a 12-inch water line along Ransom Road, Sugar Land, TX.
