| | | | | | | | | EXECUTIVE SUMMARY: | The 2015 Facilities Master Plan Update developed necessary steps to build a Public Safety Training Facility in utilizing the acquired Central Prison Unit property. A preliminary engineering study was conducted to develop the facility layout options, programming of activities and spaces, as well as a cost estimate. In 2018, funding was established to start Phase 1 A, B, and C of the future facility. Phase 1 A included the interim gun range. In 2019, the City proceeded with B & C, which consisted of access roads and the Fire Department conex training prop. In 2019, Sugar Land voters approved the GO Bond, which included the Public Training Facility Phase II. In the summer of 2022, Martinez Architects was hired to design the Public Safety Training Facility Phase II project.
At the beginning of design, it was understood there would be challenges to the project due to unprecedented cost increases and supply chain issues that the City has seen historically and continues to see. The project includes a 23,000-square-foot facility, including: a shoot house for the Police Department, an apparatus bay for the Fire Department, restrooms, an outdoor classroom option, and associated site work. Working together with both the Police and Fire Departments, it was agreed to combine the shoot house and apparatus bay into one building, saving costs when compared to having separate buildings. Engineering also opted for a pre-engineered metal building as the structure since this is the most cost-effective structure for this application.
Due to the complexity of this project, City staff decided to use the competitive sealed proposal (CSP) delivery method. The CSP method allowed the stakeholders the opportunity to set grading criteria for specific requirements and allowed them the opportunity to interview and interact with the general contractors. In order to use the CSP method, the Engineering Department followed the procedures and weighting/grading criteria in Policy PU-110 (CSP Procedures). The evaluation criterion for all proposals was as follows:

The Public Safety Training Facility Phase II construction was advertised on August 30, 2023, and September 6, 2023. A pre-proposal meeting and site visit were held on September 13, 2023. The proposal opening was held on September 28, 2023. The stakeholders received and graded proposals for the following contractors:

The top-scoring contractors were selected for interviews on October 12, 2023. The highest-scoring contractor was Bass Construction Company, Inc., with a total proposal amount of $8,015,000. The Architect's construction cost estimate was $8,500,000. The Architect has evaluated the proposals and recommended awarding the contract to Bass Construction.
The budget for this project was originally established at $10,000,000. To date, $737,389.52 has been allocated towards design services and construction administration fees. The construction contract is a total of $8,015,000. The remaining $1,247,610.48 shall be used for construction contingency costs, material testing, and any other miscellaneous costs.
A Notice to Proceed (NTP) will be issued upon final execution of the contract. The contract duration is 360 calendar days until substantial completion. Construction is anticipated to be completed by the end of year 2024.
The Engineering, Police, and Fire Departments recommend the City Council approve an AIA construction contract with Bass Construction Company, Inc. for the construction of the Public Safety Training Facility, Phase II, CIP CMU2204, in the amount of $8,015,000.00. |
