Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 23-45A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, APPOINTING A CITIZEN'S TASK FORCE TO CONDUCT A FIVE-YEAR REVIEW OF CHAPTER 2, ARTICLE IV, CODE OF ETHICAL CONDUCT AND PROVIDE A REPORT TO CITY COUNCIL.
RECOMMENDED ACTION:
Approve Resolution 23-45 appointing an Ethics Task Force.
EXECUTIVE SUMMARY:

History of the City's Rules and Code of Ethical Conduct:

 

  • August 17, 2004: City Council adopted Resolution 04-28, appointing a seven-member citizen task force charged with creating a set of ethical guidelines for elected and appointed officials in the city. 

 

  • December 20, 2005: City Council approved Ordinance 1538 establishing the Rules of Ethical Conduct

 

  • February 2, 2016: City Council adopted Resolution 16-03, appointing a seven-member citizen task force charged with conducting a 10-year review of the Rules of Ethical Conduct

 

  • May 23, 2017: City Council approved Ordinance 2095 adopting the current Code of Ethical Conduct

 

  • December 20, 2022: City Council approved Ordinance 2289, adding a new section 2-74 to the City's Code of Ordinances.

 

Section 2-74 states:

 

"The city council shall direct a comprehensive review of the Code of Ethical Conduct as often as it deems necessary, but not less than every five years, to determine whether revisions should be made. At the conclusion of its review, the Independent Ethics Review Board, or such other Board, commission or task force that is assigned this review, shall make a written report of its recommendations of changes, if any, to the city council."

 

A workshop item was presented at the November 7, 2023, City Council meeting listing the methods available to the City Council to appoint an Ethics Review Task Force to conduct the review contemplated by section 2-74. During the workshop, the City Council directed that the existing Independent Ethics Review Board be appointed as the Ethics Review Task Force.

 

Resolution 23-45 appoints the current and alternate members of the Independent Ethics Review Board to serve as the Ethics Review Task Force.
