| | | | | | | | | EXECUTIVE SUMMARY: | License plate recognition (LPR) cameras have been a highly effective crime-fighting tool for Sugar Land neighborhoods and businesses. They have been instrumental as a deterrent and forensic tool to solve crimes. There has been continued interest from business districts and neighborhood associations to expand the reach of their cameras, resulting in funding for a network of similar crime prevention cameras along public roadways.
The Police Department implemented Phase I in 2015 of the LPR cameras via the City-wide camera project. Installation of Phase II LPR cameras was approved in FY 2023 with the utilization of American Rescue Plan Act (ARPA) funds (one hundred six cameras).
The contract with Flock Safety is for the installation of seventy new LPR cameras that will replace original cameras from 2015 and includes a 5-year lease for existing and new LPR cameras and a software license for existing and new LPR Cameras. The total contract amount is $1,052,850 over the 5-year life of the contract ($242,850/year 1 + $202,500/year in years 2 -5). This new contract also consolidates the lease of existing Flock LPR cameras (Public Sector Insight FY23-24 contract).
The City is using a sole source purchasing method because Flock Safety is the sole manufacturer and developer of the Flock ALPR Camera. Flock Safety provides patented proprietary equipment for the recognition of vehicle information that is searchable for use in criminal investigations. This system is compatible with existing equipment utilized by the City and Police Department in other areas of the City. It is also compatible with systems provided by neighborhood homeowners' associations within the City. This system provides the necessary features required by the department to assist with law enforcement activities.
The new network of cameras will all be on the same platform and provide extensive coverage of the City.
The Police Department recommends that the City Council authorize the execution of the contract with Flock Group, Inc. in the amount of $1,052,850 for the installation and five-year lease for the existing and new LPR cameras. |
