SECOND CONSIDERATION: Consideration of and action on CITY OF SUGAR LAND ORDINANCE NO. 2326AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, AMENDING THE AREAS OF CHANGE - LAKE POINTE REGIONAL ACTIVITY CENTER IN SECTION 5 OF THE LAND USE PLAN, CHAPTER 6 OF THE CITY OF SUGAR LAND COMPREHENSIVE PLAN.
RECOMMENDED ACTION:
Consider Second Reading of Ordinance No. 2326.
EXECUTIVE SUMMARY:

The purpose of this agenda item is for the City Council to consider first reading Ordinance No. 2326, which will amend the Land Use Plan – Areas of Change for the Lake Pointe Regional Activity Center. This is one of the action steps necessary to prepare Lake Pointe for redevelopment. The other necessary actions include:

  • amending the Development Code to establish a new zoning district,
  • rezoning approximately 69 acres to the new zoning district, and
  • approving a Redevelopment Concept Plan for Lake Pointe Plaza.

 

This agenda item follows the consolidated public hearing at which the Council will hear public comment on the Land Use Plan Amendment (Ordinance No. 2326), Development Code Amendment and Rezoning of 69 acres (Ordinance No. 2325), and Redevelopment Concept Plan. 

 

The existing 52-acre Fluor campus (located along Creekbend Dr and Fluor Daniel Dr), which dates back to the 1980s, offers a significant prospect for redevelopment within this regional hub, while the remaining residential, retail, commercial, and hospitality areas, established more recently, are anticipated to remain largely unchanged in the foreseeable future. Planned Community Developers currently has the Fluor campus under contract with plans to develop it and several adjacent properties into an approximately 69-acre mixed-use area known as Lake Pointe Plaza. 

 

The proposed Land Use Plan amendment includes a revised preferred land use distribution and allotted number of multi-family units. Ordinance No. 2326, amending the land Use Plan, is attached. The Planning and Zoning Commission reviewed two workshops and held a public hearing on the three action items necessary for preparing Lake Pointe for redevelopment. On November 14, 2023, the Planning and Zoning Commission unanimously recommended approval of the Land Use Plan Amendment to the City Council. A full summary of the Commission’s review and discussion is attached. 

 

A Public Hearing and First Reading of Ordinance No. 2326 were held during the December 5, 2023 City Council Meeting.

 

Staff requests approval on the Second Reading of Ordinance No. 2326.
