SECOND CONSIDERATION: Consideration of and action on CITY OF SUGAR LAND ORDINANCE NO. 2320AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, AMENDING CHAPTER 7 (BUILDING REGULATIONS) OF THE SUGAR LAND DEVELOPMENT CODE BY ADOPTING THE 2021 INTERNATIONAL CODES AND THE 2020 NATIONAL ELECTRICAL CODE; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
RECOMMENDED ACTION:
Consider Second Reading of Ordinance No. 2320 adopting the 2021 ICC codes and 2020 NEC.
EXECUTIVE SUMMARY:

This is the first reading of Ordinance No. 2320 for the adoption of the 2021 International Code Council (ICC) codes and the 2020 National Electrical Code (NEC) codes following a workshop with the City Council held on November 21, 2023. During the workshop, staff outlined the review process, covered examples of changes between the code cycles, and outlined the proposed local amendments to the codes. This proposed ordinance encapsulates the collaborative efforts between stakeholders and city officials aiming to enhance the safety, sustainability, and efficiency of our community’s built environment.

 

Background:

ICC Building codes are the foundation for ensuring safe, resilient, and sustainable structures within our city. These codes are designed to keep pace with advancements in construction techniques, materials, and engineering practices. As the City of Sugar Land continues to develop and redevelop, it is crucial that our building codes are up-to-date to mitigate risks, enhance public safety, and promote responsible development.

 

Benefits of Adopting Current Building Codes:

  1. Safety Enhancement: Modern building codes incorporate the latest knowledge and research in structural engineering, fire safety, electrical systems, and more. By adopting these codes, the City of Sugar Land will prioritize the safety of its residents, workers, and visitors, minimizing the potential for accidents and disasters.
  2. Resilience to Natural Disasters: New codes prioritize resilience by considering the specific hazards a region faces. This leads to buildings that can better withstand natural disasters, minimizing damage and facilitating a faster recovery process. This proactive approach will reduce the city’s vulnerability and recovery costs in the face of unforeseen events.
  3. Energy Efficiency and Sustainability: Newer building codes emphasize energy efficiency and sustainable construction practices. By embracing these codes, Sugar Land can help reduce energy bills for residents and businesses, ultimately reducing overall energy demand.
  4. Government and Public Confidence: Strong building codes demonstrate a commitment to public safety and welfare. Citizens are more likely to have confidence in their government’s ability to protect them from disasters when they see these measures being enforced.

 

A Public Hearing and First Reading of Ordinance No. 2320 were held during the December 5, 2023 City Council Meeting.

 

Adopting the 2021 International Code Council codes signifies our commitment to excellence, safety, and sustainability. Adopting these codes represents a significant stride towards a more resilient and future-ready built environment for our community. The new codes would be effective January 1, 2024. Staff recommends approval of the Second Reading for Ordinance No. 2320 adopting the 2021 ICC codes and 2020 NEC codes and associated local amendments.
