AGENDA CAPTION:
Consideration of and action on authorizing execution of a professional services contract in the amount of $139,750.00 with ARKK Engineers for design and construction phase services for Oyster Creek Siphon Replacement, CIP WW1804.
RECOMMENDED ACTION:

Authorize the execution of a professional services contract with ARKK Engineers for design and construction phase services for Oyster Creek Siphon Replacement, CIP WW1804, in the amount of $139,750.00.

EXECUTIVE SUMMARY:

The east interceptor conveys wastewater from a large portion of the eastern part of the city to the north treatment plant located along US Highway 59 near Highway 6.  To traverse Oyster Creek the flow enters a siphon below the creek.  The siphon consists of two pipes which are critical to the creek crossing.  One pipe (24-inch diameter) is continuously in service and the other (18 inch diameter) is intended as a backup.

 

The 18 inch diameter pipe, due to age and sewer gasses has deteriorated to the point it was abandoned and grout-filled. The 24 inch diameter line, currently in service, has recently been rehabilitated with a cured in place liner installed to extend its useful life. This project is to replace the abandoned 18 inch diameter line with a new 24 inch diameter line.  It will be the backup for the existing 24 inch diameter line currently in service. 

 

The scope of services for the project include the following, but not limited too:

 

  • Research and gather existing relevant data on the project such as existing utility information, pipeline crossings, as available.
  • Coordinate with private utility companies, and other entities that may be involved to obtain information on their existing facilities and requirements that may impact this project.
  • Plot survey data of the proposed alignment.
  • Review the existing design information performed by the City.
  • Obtain any available record drawings from the City.
  • Coordinate with other governmental entities, which may be impacted by the project.
  • Prepare project specifications, drawings, bid documents and construction drawings based on anticipated improvements.
  • Coordinate with the City during the design phase.  Provide three (3) draft sets of plans and specifications for review and comments at the 30%, 60%, and 90% completion milestones. 
  • Incorporate appropriate comments from pertinent entities into the final bid documents.
  • Complete coordination with other governmental entities or utility agencies in regard to the project.  Assist the City in obtaining and/or securing approvals required by all governmental authorities with jurisdiction over the design and/or the operation of the project and all public and private utilities including pipeline transmission companies affected by this project. This assistance will involve the usual expected coordination and approval process.  When the process involves work beyond the expected, such as special submittals, designs, appearances at special meetings, coordination of utility/pipeline excavations efforts, permitting applications, etc.
  • Prepare a final cost estimate for the project.  
  • Furnish three (3) sets of construction documents to the City.
  • Utilize geotechnical sub-consultant to prepare engineering report and recommendations.
  • Utilize a structural engineer sub-consultant to aid with the existing box structure tie-in details.
  • Complete bid phase services.

 

As per City Policy No. PU-109, the Engineering Department interviewed three (3) pre-qualified engineering companies and selected ARRK Engineers to complete the design.  They demonstrated a comprehensive knowledge of the project, understanding of the city needs and proposed the best engineering design approach.

 

Funding for design is identified in the City's Capital Improvement Project (CIP WW1804). Currently, $199,880 is available in CIP WW1804 for design and approximately $1.3 million is anticipated to be needed in FY 2019 for construction. Engineering staff has negotiated the attached scope of services with ARKK Engineers.  The total fee to perform these services is $139,750. The final design scope is anticipated to take approximately six (6) months upon authorization. 

 

The Engineering and Public Works Departments recommend that the City Council authorize the execution of a professional services contract with ARKK Engineers, LLC. for providing design, bid and construction phase services toward the Oyster Creek Siphon Replacement for the amount of  $139,750.00 from CIP WW1804.
