AGENDA CAPTION:
Consideration of and action on authorization of a Contract with Kimley-Horn and Associates, Inc., in the amount of $85,000.00, for professional engineering design services for the Memorial Park Splash Pad Project, CIP CPK2403.
RECOMMENDED ACTION:
Authorize the execution of a Professional Engineering Design Services contract with Kimley-Horn for the Memorial Park Splash Pad, CIP CPK2403, in the amount of $85,000.00.
EXECUTIVE SUMMARY:

The proposed project inside Memorial Park encompasses the construction of a pre-engineered splash pad, designed with a flow-through system to ensure efficient water usage and management. The design includes integrating shade structures, sidewalk connections to existing pathways, and essential site amenities like fencing, seating walls, and site furnishings. These features are thoughtfully designed to complement the existing landscape and urban infrastructure, promoting an inclusive and family-friendly environment.
 
Kimley-Horn was selected as the consultant to perform the engineering design services required for this project. This selection was made in accordance with City Policy PU-109 for the procurement of professional services. The process for this contract includes a sequence of design developments that progressively refine project details through to the final construction documents. This structured approach ensures that all project aspects, from utility connections to detailed landscape and architectural designs, are well-coordinated and meet the City's standards and expectations. The proposal also addresses compliance with necessary regulatory standards, including ADA requirements and local development codes.
 
The proposal from Kimley-Horn presents a robust plan for developing a new splash pad at Memorial Park, promising to significantly enhance recreational opportunities for the City of Sugar Land. Funding this project will not only fulfill community recreational needs but also stimulate local economic and social benefits through improved public amenities. The project funding was approved at the SL4B Board Meeting (Resolution No. SL4B-R-24-17) that took place on May 15, 2024. The approval was for $85,000.00 to be awarded for Design Funds. Construction Funds, Material Testing and Construction Administration Funds are pending approval by the SL4B Board.
 
The Engineering Department has negotiated the above scope of work with Kimley-Horn for a not-to-exceed fee in the amount of $85,000.00. There is currently $85,000.00 available in CIP CPK2403 for FY24 for the design of the Memorial Park Splash Pad. Completion of the design is anticipated in April 2025.
 
The Engineering and Parks and Recreation Departments recommend that the City Council authorize the execution of the Professional Engineering Design Services contract with Kimley-Horn for Memorial Park Splash Pad, CIP CPK2403, in the amount of $85,000.00.
