 |  |  |  |  |  |  |  |  |  | | EXECUTIVE SUMMARY: |  | The City of Sugar Land’s wastewater collection system includes approximately 2.6 million linear feet of sanitary sewer pipe, about 133 lift stations, approximately 16,450 sanitary sewer manholes, and four (4) wastewater treatment plants, North Wastewater Treatment Plant (North WWTP), South Wastewater Treatment Plant (South WWTP), West Wastewater Treatment Plant (West WWTP), and Greatwood Wastewater Treatment Plant (Greatwood WWTP). Gravity sewer mains, force mains, lift stations, and gravity interceptor mains convey the flows to the wastewater treatment plants. 
 In continuation of the City’s bi-annual wastewater collection system evaluation program, sanitary sewer collection system study and evaluation was completed in February 2024. The study identifies critical wastewater lines needing repair and rehabilitation. The critical wastewater lines were selected by a risk rating system that was developed based on the pipes’ size, material type, age, and depth.
 
Approximately 67,860 linear feet of 6-inch to 18-inch sanitary sewer collection system lines was investigated for possible infiltration/inflow issues in the February 2024 study and evaluation.  About 41,030 linear feet of the sanitary sewer collection system lines evaluated were identified to be in a deteriorating stage and in need of repairs/rehabilitation.
   The design contract for the recommended repairs/rehabilitation lines was approved by City Council in April 2024, and the design was completed in December 2024.   In order to work within the project budget, the project was packaged into a base bid with supplemental that consisted of the following scope of work:   
    Rehabilitation of approximately 37,255 L.F. of existing 6” thru 12” sanitary sewer by pipe bursting.
 
Rehabilitation of approximately 2,025 L.F. of existing 8” thru 10” sanitary sewer by cured-in-place pipe (CIPP) lining.   and an add-alternate bid with scope of work below:   
     Rehabilitation of approximately 1,750 L.F. of existing 8” sanitary sewer by pipe bursting.   An invitation to bid was advertised on February 5 and 12, 2025. Seven (7) bids were received and opened on Thursday, February 27, 2025.    A bid summary of the responsive bids is shown below:

            | TO-MEX | $2,867,703.00 | $144,675.00 | $3,012,378.00 |   |      The lowest responsible bidder for the total bid items (base bid with supplemental + add alternate bid) is King Solution Services LLC, in the amount of $1,971,177.50    The available budget for construction, contingency, and construction administration in FY25 for CIP CWW2304 is $2,560,190.00.  With the total bid items of $1,971,177.50, 5% contingency, and an estimated construction phase administration cost of $89,950.00, the total project cost will be approximately $2,159,686.38.    ARKK Engineers (Design Engineer) completed a review and evaluation and provided a letter of recommendation indicating King Solution Services LLC. is capable of completing a project of this nature. King Solution Services LLC is currently the city contractor for the Collection System Rehabilitation Project E package 2 - CIP WW2001 project scheduled to been completed in October 2025.   The Notice to Proceed for the CIP- CWW2304 project will be issued in May 2025 with a contract time of 395 calendar days.  Staff is aware of the potential impact on residents and will coordinate and communicate as required per City notification policy on construction notifications. Staff will utilize several measures during construction, such as door hangars, mailouts, website updates, etc., to maintain open communication with all impacted property owners.    The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with King Solution Services, LLC for the Wastewater Collection System Rehabilitation Project-CIP CWW2304 in the amount of $1,971,177.50. |
