AGENDA CAPTION:
Consideration of and action on authorization of a Contract with CSZ Developers LLC, in the amount of $271,903.00, for construction services for the US Customs Renovation Project - Phase II.
RECOMMENDED ACTION:
Authorize the execution of a contract with CZS Developers LLC for the US Customs Renovation Project Phase 2 in the amount of $271,903.00. 
EXECUTIVE SUMMARY:

Since the completion of our US Customs building in 2007, the US Customs & Border Protection (CBP) has updated their minimum requirements for all user-fee facilities. To continue offering US Customs services, the Airport must comply with these new building standards. Given the significant costs involved and the lack of grant funding, CBP has permitted the Airport to phase the required work. Phase one, completed in late 2021, included upgrades to the security system, such as installing interior and exterior cameras, an intrusion detection system, and badge access control.

 

Phase two involves significant physical changes to the building's layout. Part of the lobby will be converted into a search room, and one of the two restrooms will be repurposed as an interview room. Additionally, the existing walls in the holding cell will be reinforced for added resilience, and security enhancements will be added to the two new rooms, including the installation of cameras and duress buttons.

 

The base bid for this project includes all necessary work for the renovation. Initially, a generator was slated to be completed in the future as a third phase; however, this item was included as an alternate option. With a favorable bid, phase three will be integrated into the current project. Upon completing phase two, these improvements will bring the facility up to current CBP standards.

 

The project was advertised on August 7 and August 14, 2024. Two (2) bids were received and opened on Thursday, August 22, 2024. The bid summary is presented below:

CZS Developers was the low bidder and was awarded the project. The Notice to Proceed is anticipated to be issued in September. The work is to be completed within 90 calendar days, placing final completion in December 2024 or January 2025.

 

The project is located within the U.S. Customs & Border Protection facility at the Sugar Land Regional Airport and will have no impact on residents of Sugar Land. This project will not interfere with international arrivals as contractors will work around US Custom’s operation.

 

The Airport recommends the authorization of a construction contract with CZS Developers LLC, in the amount of $271,903.00 for Phase 2 of the US Customs Renovation Project. Funding is available from the Airport's FY24 operating budget and will be carried over to FY25 through a future budget carryover.
