AGENDA CAPTION:

Consideration of and action on authorization of a Ten-Year Government Rider Contract with Zoll Medical Corporation, in the annual amount of $186,218.23, for sixteen (16) X Series Advanced Defibrillators, equipment, and associated services; and authorization of a Budget Amendment in the amount of $186,218.23 to expenditures. This contract has a total contract amount of $1,862,182.30.

RECOMMENDED ACTION:
Sugar Land Fire Department recommends that Mayor and City Council approve the lease of sixteen (16) X Series Advanced Cardiac Monitor/Defibrillators, Accessories, and Service Plans in the amount of $186,218.23 for year 1 of the 10-year lease contract; and authorization of a Budget Amendment in the amount of $186,218.23 to expenditures.
EXECUTIVE SUMMARY:

Sugar Land Fire Department relies heavily on Zoll cardiac monitors to perform a range of crucial functions in delivering top-tier patient care. These cardiac monitors represent one of, if not the single most utilized assets we carry to provide emergency medical care. As leaders in public safety, SLFD is facing a critical moment due to rising demand, aging equipment, and the necessity to comply with evolving state regulations. Cardiac monitors, essential for providing advanced emergency care, have become the cornerstone of our ability to deliver life-saving interventions.

 

The service life recommended for these cardiac monitors is seven years, with a maximum service life of 10 years. 50% of our current monitors have already reached this deadline, 30% are approaching the deadline and are already showing significant wear and tear, and while the remaining 20% are newer units, those units will also require a budget request soon to be added to the replacement schedule. Due to these conditions, SLFD has researched and identified the best option to be a lease with Zoll that includes these terms:

 

  • 16 x fully equipped cardiac monitors & accessories;
  • Worry free service & warranty plan that covers every aspect of the monitors;
  • 10-year lease contract that would include brand new replacement monitors at the 5-year mark; and
  • Locked in interest free price at $186,218.23 annually.

 

To maintain our leadership in EMS excellence, it is essential to invest in replacement cardiac monitors. This investment will not only optimize financial resources but also improve patient outcomes, ensure regulatory compliance, and enhance operational efficiency by equipping every staffed apparatus and medic unit with a cardiac monitor. This crucial equipment enables our paramedics to effectively bridge the gap between the initial emergency response and hospital intervention, directly contributing to saving lives. Cardiac monitors are essential for several key reasons:

 

  • Real-time monitoring;
  • Identifying arrhythmias (such as irregular heartbeats);
  • Guiding treatment decisions;
  • Documenting patient condition; and
  • Improving patient outcomes.
