Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 24-55A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, ACCEPTING THE HAZARD MITIGATION GRANT PROGRAM (HMGP), DR-4586, 2021 TEXAS SEVERE WINTER STORMS, FROM THE STATE OF TEXAS, TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM), TO PURCHASE TWO (2) MOBILE GENERATORS; AND DESIGNATING THE CITY MANAGER, OR DESIGNEE, AS AUTHORIZED GRANT OFFICIAL TO EXECUTE ALL GRANT DOCUMENTS AND IMPLEMENT THE GRANT; and authorization of a Budget Amendment in the amount of $830,000.00 to revenues and expenditures.
RECOMMENDED ACTION:
Approval of Resolution No. 24-55 to accept the Hazard Mitigation Grant for the purchase of two mobile generators for the First Colony Water Treatment Plant and Riverpark Water Treatment Plant in the amount of $830,000 and the authorization of a budget amendment in the amount of $830,000 to revenues and expenditures.
EXECUTIVE SUMMARY:
In September 2021, the City Council approved Resolution No. 21-21 and authorized the submission of a grant application to the State of Texas, Texas Department of Emergency Management (TDEM) Hazard Mitigation Grant Program for the February 2021 Severe Winter Storm (DR-4586-TX), to purchase two mobile generators capable of powering the First Colony and Riverpark Water Treatment facilities.
 
During a hurricane, flood, or large-scale power outage event, critical infrastructure sites require continuous power and operation to mitigate the risk to our community from service disruptions. Because the city does not own generators large enough to power all critical infrastructure sites and not all locations have permanently installed backup power systems, this equipment is rented ahead of storm events and is not always available. These generators can be deployed as single units or in series, depending on the power/specific operational needs at a facility.  

The mobile generators will allow for maximum operational flexibility, mitigate the risk posed by unplanned power outages and will increase the level of protection for areas most in need. These generators will increase levels of protection for key city sites, ensuring continuity of operations to protect life and property for the residents of the City of Sugar Land.

The City of Sugar Land has been awarded a grant of $830,000.00 to purchase two backup mobile generators for the First Colony Water Treatment Plant and the Riverpark Water Treatment Plant. The Federal award is $747,000.00 with a 10% local match of $83,000.   

Staff recommends that the City Council approve Resolution No.24-55 to accept this award from the Texas Department of Emergency Management and the authorization of a budget amendment in the amount of $830,000 to expenditures and revenues.
