The Environmental and Neighborhood Services Department maintains the Fleet Replacement Program which addresses the replacement of fleet assets and is based on mileage and age to ensure a safe, economical, and reliable fleet. Below is the mileage and age criteria required to be met in order for the vehicle to be eligible for replacement.

Vehicles meeting the age or mileage criteria are reviewed by City staff. The vehicle condition and repair history are reviewed to ensure the vehicle does need to be replaced. In addition, vehicles are considered for replacement outside the age and mileage criteria based on the condition and repair history of the vehicle.
During the budget process, a total of 29 fleet assets were approved for replacement during FY18. This request is for the purchase of six vehicles that have met the criteria for replacement.
The Purchasing Department will procure six scheduled replacement vehicles from Helfman Ford for $202,179.

On January 31, 2018 and February 7, 2018, an Invitation to Bid was advertised in the local newspaper. On February 15, 2018, the City received seven (7) bids in response to this invitation to bid. The bids were reviewed, and the lowest responsive bidder on all vehicles was identified as Helfman Ford with a bid of $202,179.
Staff recommends the City Council authorize the purchase of six replacement vehicles from Helfman Ford in the amount of $202,179. Budgeted funding is available in the FY18 Fleet Replacement Fund.
