| | | | | | | | | EXECUTIVE SUMMARY: | The City is coordinating with the TxDOT Tract 2 developer to make improvements for a future residential and commercial development site. TxDOT Tract 2 is located west of the Sugar Land Airport and north of Hwy 90A. Once fully built out, the site is expected to serve several hundred homes as well as provide about 50 acres of commercial development.
The City will design and construct an offsite force main funded through CIP CWW2309 Tract 2 Wastewater Improvements. A 12-inch offsite force main will generally follow Hwy 90A just west of Easton Avenue and connect to the City’s existing wastewater collection system within the New Territory area. This force main is needed to convey wastewater from Tract 2 for treatment at the West Wastewater Treatment Plant (WWTP). Easements will be needed to allow the construction of the force main along the proposed route.
The design of the offsite force main will be completed in early FY25, and construction is expected to be completed in late FY25. The project requires the acquisition of a total of nine easements and twelve temporary construction easements. The following list below indicates the parties involved in the acquisition process.

The project has some obstacles, including land acquisition costs and construction timelines. In the interest of the project timeline, it is imperative that staff move forward with the acquisition of Easements and Temporary Construction Easements associated with CIP Project CWW 2309 Tract Two Wastewater Improvements.
The Engineering Department recommends the City Council approve Resolution No. 25-11 declaring the public necessity for acquiring the easements and temporary construction easements for CIP CWW 2309 Tract Two Wastewater Improvements. |
