Consideration of and action on authorization of a Contract with BRZ Coatings, Inc., in the amount of $471,350.00, for rehabilitation of the 0.3 MG River Park Ground Storage Tank No. 2 for the Ground Storage Tank Rehabilitation Project, CIP CWA2402.

RECOMMENDED ACTION:

Authorize the execution of a construction contract with BRZ Coatings, Inc. for the rehabilitation of the 0.3 MG River Park Ground Storage Tank No. 2 for $471,350.00

EXECUTIVE SUMMARY:

The City owns, operates, and maintains 25 ground storage tanks (GSTs) throughout the water system. These tanks are used to store drinking water at each groundwater facility prior to being pumped to our residents. The tanks range in size from 25,000 gallons up to 1,500,000 gallons. At the beginning of every year, the Public Works Department staff drains some of these storage tanks, pressure washes the interior and exterior, performs any required preventative maintenance, and documents any signs of rust or corrosion. The information collected during these inspections is used to help prioritize ground storage tank rehabilitation projects and update the asset management program. The GST rehabilitation projects are completed each year through the City Capital Improvement Program (CIP), typically with design in one year and construction in the next.

 

The main objective of this year’s program is to perform rehabilitation to extend the useful life of two existing GSTs to support the goal of delivering superior-quality drinking water to the residents.

 

The FY24 Ground Storage Tank Rehabilitation project CIP CWA2402 consists of the following GSTs:

 

  • 0.3 MG River Park Ground Storage Tank No. 2
  • 1.5 MG Riverstone Ground Storage Tank No. 1

IDS Engineering Group conducted field assessments on the GSTs in March 2024 and identified deficiencies and provided rehabilitation options. The design for the rehabilitation was completed in October 2024.

 

Due to the possible complexities for rehabilitation of two different types of tanks (one being a welded steel, and the other being prestressed concrete tank), the CIP CWA2402 construction project has been divided into two separate contracts, one contract for each of the tanks.

 

The scope of the River Park 0.3 Million Gallon welded steel Ground Storage Tank No. 2 is based on the recommendations from the inspection report, and includes the following:

 

  • Rehabilitation of the interior coating system.
  • Rehabilitation of the exterior coating system.
  • Replacement of tank appurtenances , flooring repairs, interior piping repairs, and installation of new tank appurtenances.
  • Concrete pavement work, site grading, tank disinfection, clean-up and site restoration.

 

An Invitation to Bid was advertised on October 30, 2024, and November 6, 2024. Seven (7) bids were received and opened on Thursday, November 21, 2024.

The lowest responsible bidder for the base bid items is BRZ Coatings, Inc. in the amount of $471,350.00.

 

Staff and IDS Engineering Group completed a review and evaluation of the bids. IDS Engineering Group provided a letter of recommendation indicating that references and financial statements for BRZ Coatings, Inc. have been checked and demonstrate that BRZ is capable of completing a project of this nature.

 

The available budget for construction, cash allowance, and construction administration in FY25 for CIP CWA2402 is $1,080,000.00. With the base bids items of $471,350.00, and an estimated construction phase administration cost of $15,920.00. The total project cost will be approximately $487,270.00. The remainder of the budget will be used for the prestressed concrete tank construction.

 

Upon the City Council’s approval, the Notice to Proceed for the project is anticipated to be issued by early March 2025. The work is to be completed within 180 days, placing final completion at approximately August 2025.

 

In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project. However, there will be no service interruption (i.e. water service interruption, power outage, solid waste collection, mail and/or school transportation interruptions). The ground storage tanks are located on City-owned properties and within fences.

 

The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with BRZ Coating, Inc. for the rehabilitation of the 0.3 MG River Park Ground Storage Tank No. 2 for $471,350.00.
