AGENDA CAPTION:

Consideration of and action on authorization of a Contract with C.F. McDonald Electric, Inc., in the amount of $1,198,469.00, for Motor Control Centers rehabilitation at the Woodchester Wate Plant and Sugar Creek Water Well for the Well Rehabilitation Project, CIP CWA2305.

RECOMMENDED ACTION:

Authorize the execution of a construction contract with C.F. McDonald Electric, Inc. for the rehabilitation of the Motor Control Centers (MCCs) at the Woodchester Water Plant and Sugar Creek Water Well for $1,198,469.00.

 

EXECUTIVE SUMMARY:

As part of the City’s commitment to the high level of service and quality water delivery, the continued investment into our existing infrastructure is imperative. Every year, Public Works staff performs inspections to prioritize water well rehabilitation projects and update the asset management program. The Motor Control Centers (MCCs) for the Woodchester Water Plant and Sugar Creek Water Well are due for rehabilitation and replacement of components as inspections warrant.

 

This program's main objective is to perform rehabilitation to extend the useful life of two existing water plants to support the goal of delivering reliable and superior quality of drinking water to the residents.

 

Baird, Gilroy, and Dixon LLC (BGD), conducted field assessments on the water plants in July 2023, identified deficiencies, and provided rehabilitation options. The design for the rehabilitation was completed in November 2024.

 

The scope of the Well Rehabilitation (MCC Replacements) for the Woodchester Water Plant and Sugar Creek Water Well, and based on the recommendations from the inspection report, includes the following:

 

For the Woodchester Water Plant:

 

  • Replacement and Installation of MCC No. 1
  • Installation of a proposed MCC No. 3
  • Electrical components such as, a new Overhead Electrical Service to power MCC No. 3, junction box for Well No. 3, underground duct bank, arc flash study, and SCADA programming
  • Site clean-up and site restoration

 

This contract has an alternate bid item of installation of a new conduit and wire from the proposed MCC No. 3 to the existing programmable logic controller (PLC) in the booster pump building at the Woodchester Water Plant.

 

For the Sugar Creek Water Well:

 

  • Installation of a proposed medium voltage MCC and sunshield
  • Electrical components such as, a junction box for the well, surge protection device, installation of a proposed underground electrical service, underground duct bank, arc flash study, and SCADA programming
  • Site clean-up and site restoration

 

An Invitation to Bid was advertised on October 30, 2024 and November 6, 2024. Seven (7) bids were received and opened on Tuesday, November 26, 2024.

The lowest responsible bidder for the base bid items is McDonald Municipal and Industrial, a division of C.F. McDonald Electric, Inc., at $1,198,469.00.

 

Staff and the BGD completed a review and evaluation of the bids. Three (3) companies shown with the asterisk (*) in the table are described below in regards to their bids:

 

Taknek LLC – A tabulation error was found in their Bid Pricing Form and their base bid was updated to what is seen in the table.

 

CFI Mechanical – The Company did not provide the Bid Pricing Form in their bid and therefore was disqualified.

 

Texas Municipal and Industrial – The Company decided to withdraw after discovering a tabulation error.

 

Due to the bidding information provided above, McDonald Municipal and Industrial, a division of C.F. McDonald Electric, was the lowest responsible bidder.

 

BGD provided a letter of recommendation indicating that references and financial statements for McDonald Municipal and Industrial has been checked and confirmed that they are capable of completing a project of this nature.

 

The available budget for construction (base bid and alternatives) and construction administration in FY25 for CIP CWA2305 is $1,670,000.00. After awarding the construction contract, part of the remaining funds will be allocated to the construction administration phase under a separate contract.

 

Upon the City Council’s approval, the Notice to Proceed for the project is anticipated to be issued by early March 2025. The work is to be completed within 680 days, placing final completion at approximately January 2027. The reason for the overestimation in duration of the project is due to the long lead times for a majority of the components for the Motor Control Centers (MCCs) and avoiding shutdowns during peak water demand months.

 

In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, this is classified as a Neighborhood Project. However, there will be no service interruption (i.e. water service interruption, power outage, solid waste collection, mail and/or school transportation interruptions). The wells are located on City-owned properties and within fences.

 

The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with C.F. McDonald Electric, Inc. for the rehabilitation of the Motor Control Centers (MCCs) at the Woodchester Water Plant and Sugar Creek Water Well for $1,198,469.00.
